CONSTRUCTION INSPECTOR

POSITION OVERVIEW

The Construction Inspector will provide on-site quality assurance and compliance oversight for all non-dFSRM design, construction, and closeout activities at Laughlin Air Force Base (LAFB), working in close coordination with the Program Manager, 47 CONS, and 47 CES. This role ensures construction contractors adhere to Government-approved plans and specifications, monitoring site safety, quality control, work scheduling, and overall contract compliance in accordance with 32 series Civil Engineer AFIs, USAF CE Playbooks, and Whole Building Design Guidelines. Key duties include daily documentation of construction progress via AF Form 1477, identification and immediate (within one hour) reporting of contractor claims or controversial situations to the COR or CO, and coordination to resolve deficiencies or non-compliant materials. The Inspector also reviews technical evaluations, modification proposals, stored materials, and weather and equipment records to support payment computations and recommend approval or disapproval of contractor submittals and schedules, while assisting the Program Manager in compiling Weekly Activity Reports. This position requires strong technical judgment and field expertise, supported by current ICC National Commercial Inspector certification (B2 category) or equivalent extensive experience as a commercial construction superintendent on public, private, or Federal projects.

JOB RESPONSIBILITIES:

  • Shall coordinate project construction requirements with the program manager under this contract, 47 CONS and 47 CES to ensure proper execution of the design, construction, and closeout for all non-dFSRM projects.
  • Is familiar with and adhere to all instructions outlined in the 32 series Civil Engineer AFIs, United States AF CE Playbooks, Whole Building Design Guidelines (WBDG), but not limited to these.
  • Will work with 47 CES to ensure construction contractor compliance on Government approved plans and specifications for various construction contracts.
  • Coordinates with construction contractor representatives concerning site safety, quality control measures and practices, work scheduling, interpretation of plans and specifications, acceptable work methods, and general compliance with contract requirements.
  • Investigates and reports on controversial situations which have either led to formal claims or are expected to lead to such claims by the construction contractor directly to COR or CO within one (1) hour of identification or notification by the contractor. Coordinates with the COR or CO to correct construction contract deficiencies, unacceptable material, and controversial situations to ensure compliance with the contract requirements.
  • Monitors and evaluate construction contract progress schedules noting daily work progress on the form of the AF form 1477. Is also responsible for documenting delays or other problems that could interfere with construction. Additional responsibilities includes review of technical evaluations on proposals, modification evaluation, progress, validation of stored materials, daily weather conditions, and reports of material and equipment used in order to compute periodic payments and recommend approval/disapproval of contractor submittals and progress schedules.
  • Assists the program manager under this contract by providing data and information to complete the required Weekly Activity Reports.

REQUIRED QUALIFICATIONS:

  • Possess a current 2021 or 2024 National Commercial Inspector certification from the International Code Council (ICC) under the B2 category or possess a minimum of eight (8) years of experience as a commercial construction superintendent on public, private, and/or Federal projects is a requirement.
  • Must be able to obtain and maintain a Tier 1 (T1) Security Clearance
  • Must read, understand, write, and speak English fluently

PREFERRED QUALIFICATIONS:

  • ICC E2, M2, or P2 Certifications
  • AutoCAD (ACA)
  • E4Clicks Introductory Course Certification
  • Possess a current 2021 or 2024 National Commercial Electrical Inspector, Commercial Mechanical Inspector or Commercial Plumbing Inspector certification from the International Code Council (ICC) under the E2, M2, or P2 category is desirable.
