Job Description:
The AVP, Policy and Regulatory Change is responsible for the strategic development, governance and lifecycle management of Canadian and European/Asia Pacific (EAP) financial crime risk management policies, standards, and guidelines. This role supports the global FCRM Policy function and is responsible for supporting the organization's global strategy, ensuring alignment with TDBG global frameworks, the Bank's risk appetite, and all applicable jurisdictional laws, rules, and regulations.
The AVP will lead policy governance activities end-to-end – from environment scanning and emerging regulatory trend analysis, through definition and documentation of requirements, to implementation oversight. The role supports a global FCRM policy framework and serves as a key liaison between Canadian and EAP business lines and FCRM functions, regulators, and industry associations, representing the Bank's interest and advocating for sound regulatory and industry practices.
Accountabilities:
Leads the development, maintenance and governance of Canadian financial crime risk management (FCRM) policies, standards, and guidelines, ensuring alignment with global policies and the Bank's enterprise risk and compliance frameworks, and compliance with applicable laws, rules, and regulations.
Provides subject matter expertise and credible challenge to the definition of globally applicable FCRM policy requirements.
Oversees the policy lifecycle in Canada and EAP, including drafting, socialization, approval, and implementation of policies and standards.
Translates global standards and risk appetite into jurisdictional policy requirements that reflect local laws, regulations and business operations.
Monitors and assesses the external regulatory environment to identify and evaluate regulatory developments and emerging risks.
Provides regulatory analysis and interpretation of emerging legislative, regulatory, supervisory and industry developments, including assessment of impacts to the Canadian, International, and Global FCRM program and escalation of significant matters through established governance forums and leadership routines.
Leads or supports advocacy efforts with Canadian government agencies, regulators, and industry associations to help shape effective and pragmatic financial crime regulations, in consultation with the VP, Governance and Regulatory Affairs for FCRM Canada.
Oversees the regulatory change management process for FCRM Canada and EAP, ensuring timely assessment of new or amended regulatory requirements and effective implementation across impacted business units.
Remains current on industry rules, regulations, and best practices to help ensure FCRM Policies and Standards meet regulatory standards.
Serves as a subject matter expert and trusted point of contact for inquiries on regulations and requests relating to FCRM policies.
Effectively partners with Canadian and EAP business segments and financial crime risk management teams to assess impacts of new or amended policies and standards and inform appropriate implementation activities
Supports the definition of global control requirements and works with Business Segments and FCRM to ensure incremental jurisdictional requirements are addressed locally.
Maintains deep expertise in Canadian and International financial cime regulatory requirements (e.g., AML/ATF and Sanctions), and provides regulatory interpretation, consultation, subject matter expertise and credible challenge to business and functional partners.
Leads a team of professionals responsible for policy development and maintenance, regulatory analysis , and governance
Assesses team core competencies on an ongoing basis and supplements with appropriate expertise where needed.
Develops and maintains strong relationships across global and local teams to drive alignment, clarity, and effective implementation of policy requirements.
Leverages a risk mindset to proactively identify risks, analyze themes, and continually evaluate areas of priority against the TD’s risk profile and control environment.
Actively pursues effective and efficient operations of their respective areas in accordance with TD Bank's Values, its Code of Conduct, and the Global Sales Principles, while ensuring the adequacy, adherence to, and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/Sanctions and Conduct risk.
Skills, Education & Experience
Bachelor's degree required or equivalent experience
Juris Doctorate or Master's degree strongly preferred.
CAMS certification is an asset - certified as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license.
10+ years' experience in financial crime risk management, compliance, legal or regulatory affairs within a major financial institution.
Deep understanding of Canadian financial crime legislation and regulatory frameworks.
Working knowledge of global financial crime legislation and regulatory expectations.
Deep understanding of securities regulations and product types.
Proven experience in policy development, governance and regulatory change management.
Experience engaging with regulators and industry associations on legislative and regulatory matters.
Detail-oriented and organized with the ability to maintain attention to detail.
Strong strategic thinking, analytical, critical reasoning and communication skills.
Proven ability to to distill complex regulatory requirements into practical, risk-based policy.
Proficient in MS Office.
Excellent written and oral communication skills.
