Job Description:
The Right-of-Way (ROW) Specialist/Property Manager is responsible for the oversight, management, and disposition of Department of Transportation (DOT) real property and improvements. This position ensures all real property interests are accurately inventoried, properly maintained, and efficiently transferred, leased, sold, or disposed of in alignment with state transportation objectives and statutory requirements. This role requires strong coordination across internal divisions, external agencies, and municipal offices to support effective management of DOT assets.

Occasional in-state and out-of-state travel with overnight stays and occasional evening work may be required.

This position has an option to be remote.

Duties and Responsibilities:
  • Inventory of Department of Transportation Real Property and Improvements - Conducts initial and annual inventory of Department of Transportation Real Property and Improvements by compiling and updating pertinent information to ensure accurate records.
  • Transfer of Department of Transportation Property -Facilitates and executes the transfer of Department of Transportation Property interests to ensure the most effective and efficient operation and maintenance of State Trunk System.
  • Sale or Trade of Real Property and Improvements - Responsible for the sale or trade of Department of Transportation Real Property and improvements to ensure the most effective and efficient disposal of fee held Department property.
  • Abandonment of Department of Transportation Property/Easements - Facilitates and executes the abandonment of Department of Transportation Property and Easements to ensure the most effective and efficient disposal of Department property.
  • Permanent Easement and Revocable Occupancy Encroachment Agreements - Prepares Permanent Easement Agreements and records Revocable Occupancy Encroachment Agreements with the County Register of Deeds to ensure management of Department of Transportation property interests.
  • Monitoring and Management of Department of Transportation Real Property and Improvements - Monitors status of Department of Transportation Real Property and Improvements and determines type of disposal, when appropriate, to ensure the most effective and efficient use and disposal of the Department property.
  • Temporary Lease of Department of Transportation Real Property and Improvements - Manages the lease of Department of Transportation Real Property and Improvements to ensure the most effective and efficient use of the Department property while it is retained.
  • Property Maintenance - Manages the maintenance of Department of Transportation Propertyto ensure real property and improvements acquired in conjunction with right-of-way properties are maintained and preserved appropriately.
  • GIS Coordination - Coordinates with GIS Mapping Specialist to ensure all SDDOT excess property acquired or disposed of is accurately implemented into State mapping system.

Desired Knowledge, Skills, and Abilities:

Knowledge:
  • real estate principles, understanding of legal descriptions;
  • appraisal and relocation principles.

Skills:
  • proficient in the use of Microsoft applications;
  • real estate title research, chain of title;
  • state and federal laws and regulations governing right-of-way disposal practices.

Abilities:
  • manage resources and day-to-day responsibilities in a manner that instills public trust;
  • effectively plan, organize, and prioritize work activities to meet schedules and deadlines;
  • establish networks and maintain effective working relationships with internal and external customers;
  • communicate information clearly and concisely and develop ideas in a logical sequence;
  • manage multiple priorities simultaneously.

Position Requirements:
  • A four-year degree in real estate, business administration, or finance (preferred).
  • Real estate experience (preferred).
  • A valid driver's license is required.
