SHEQ Specialist: Security & Governance

As SHEQ Specialist: Security and Governance, you will play a key role in realizing our ambitions while building both the future of Vopak and your own.

As a SHEQ Specialist: Security and Governance will be required to support Vopak South Africa in the development and maintenance of the Security Management system ensuring it is compliant to local legislation and Vopak Standards.

Leading and monitoring compliance with policies and procedures to ensure compliance with these standards and continuous improvements is a key component of this role. The Specialist will also be required to interact with and report on Safety and Security to the relevant authorities, Vopak Management and Corporate representatives. The incumbent will be required to support in guiding the organisation in Security related matters. 

The SHEQ Specialist would be required to develop means of safely controlling of projects, operating tasks, maintenance, demolition, remediation, construction, and similar work activities that may pose a risk to people, environment, assets and business reputation through effective leadership, governance, verification, facilitating and engaging approach to drive and develop a culture of ownership for Safety and Security. 

What will you be doing? 

• Ensure team understanding and compliance to any legislation impacts on security i.e. National Key Point Act 102 of 1980, Criminal Procedures Act 51 of 1977, Fire Arms Control Act 60 of 2000, Private Security Industrial Regulations Act 56 of 2001, etc...
• Being the responsible person in terms of Fire Arms Control Act 60 of 2000, ensure that all legal requirements of the Acts and its Regulations are complied with on a daily basis.
• Being recognized as a Subject Matter Expert (SME) and Authorizer of critical and High-risk security tasks, ensuring they take place in a manner that does not pose threat to safety and security. 
• Develop security policy and plan. Manage all security assets and reports defects thereof
• Identification, development, facilitation and implementation of security related training within the organisation as required. 
• Budget for security requirements of business and ensures money is allocated to risk activities 
• To manage and track expenditure of the security budget to prevent overspending 
• Control and supervise work in their own area to reduce fruitless and wasteful expenditure.
• Ensure security personnel compliance to site procedures and legal requirements
• Control of daily, weekly and monthly operational security activities, including patrols.
• Provides guidance to the business with regards to minimum security standards and legislation.
• Plan and conduct security audits and assessments for continuous improvement.
• Execute, test and ensure compliance to security protection and contingency plans daily.
• Maintain and measure the effectiveness of the safety risk control measure / system across the business, including cameras and other security equipment.
• Develop security KPI trends and execute reporting on a daily, weekly and monthly basis
• Advice on control to prevent security occurrences. Investigate all security related occurrences, incidents to finalisation and where necessary report them to relevant authorities
• Ensure that all security emergency response procedures and plans are developed, implemented and reviewed at stipulated frequencies
• Plan and verify deployment of security personnel according to scope of work and plans
• Conduct a physical security appreciation annually in order to determine security risks
• Identify best security practices and ensure successful implementation within own team
• Arrange meetings and act a secretary on Joint Planning Committee
• Attend cutler sub security meetings, traffic meetings, Fraud and any other relevant meetings
• Partner with SHEQ, Operations and local emergency services with regards to emergency response and mitigations
• Ensure security emergency response and mitigation activities are performed in accordance with SLA’s by coordinating emergency response actions
• Ensure competency to NKP, PSIRA, Vopak emergency response procedures and other scheduled security training standards
• Set up management reports to control security at the road loading gantries and manage deviations
• Develop security projects to ensure NKP compliance and security risk reduction
• Establish a security plan and risk assessment for the facilities

Does this sound like you?

• Qualifications required - PSIRA grade A and Diploma in Security Management or equivalent 
• National Key Point Certificate
• Safety Certificates 
• Sound knowledge and understanding of National Key Point Act 102 of 1980, Criminal Procedures Act 51 of 1977, Fire Arms Control Act 60 of 2000, Private Security Industrial Regulations Act 56 of 2001 and other relevant laws  
• Proof of Facilitation Training (certificate or other) and experience
• 10 years of experience in Security Management 
• Specific Industry Knowledge - 5 years’ experience (experience in Petrochemical industry, gantry security management will be an added advantage)
• Recognized Safety and Security training & experience
