You Are:
The Imaging Subject Matter Expert (SME) provides integrated clinical, operational, and technical expertise to advance enterprise imaging solutions for federal healthcare clients. This role serves as the primary advisor for radiology and cardiology operations, enterprise imaging workflows, imaging informatics, PACS/RIS environments, and quality oversight functions. The SME evaluates current‑state infrastructure and operations, develops actionable recommendations for workflow efficiency, scalability, staffing alignment, technical support models, and operational Contribute to proposal development, including content writing and color‑team reviews.
The Work:
Pre‑Program Solicitation/Award
- Collaborate with capture and proposal teams to prepare for targeted solicitations.
- Support clinical and technical components of pre‑solicitation/solicitation development.
- Coordinate and support teaming/partner engagement and review cycles.
- Contribute to proposal development, including content writing and color‑team reviews.
Radiology & Cardiology Operations Assessment
- Evaluate current‑state radiology, cardiology, and teleradiology infrastructure and operations.
- Review and interpret data to develop actionable recommendations for program deliverables.
- Assess routine clinical workflows, staffing utilization, workload distribution, modality mix, TAT performance, and operational dependencies.
- Recommend improvements to operational effectiveness, scalability, workflow efficiency, and sustainability.
Enterprise Imaging & Technical Workflow Analysis
- Assess enterprise imaging operations and technical support structures including:
- PACS
- RIS
- Voice recogition systems
- Enterprise imaging platforms
- AI‑enabled workflows
- Interoperability and workflow integrations
- Evaluate enterprise imaging staffing models and technical support frameworks.
- Assess workflow dependencies involving:
- Oracle Health Millennium
- VistA
- DICOM routing
- CVIX workflows
- MPI/patient identity resolution
- HL7/FHIR interfaces
- Imaging data integrity and continuity
- Recommend future‑state enterprise imaging modernization opportunities and operational enhancements.
Workflow & Performance Optimization
- Conduct workflow mapping and process analysis across clinical, radiology, cardiology, and technical operations.
- Identify bottlenecks, inefficiencies, workflow variation, and technical constraints.
- Support development of demand‑capacity models and performance thresholds.
- Provide recommendations to enhance throughput, responsiveness, workflow standardization, and enterprise imaging scalability.
- Conduct organizational change management (OCM) reviews and support OCM planning.
Quality Management & Clinical Oversight
- Assess enterprise clinical quality management functions including:
- Peer review workflows
- OPPE/FPPE processes
- Management reviews
- Safety lookback activities
- Quality governance structures
- Evaluate operational impacts of quality oversight workflows on staffing and radiology operations.
- Collaborate with quality management stakeholders to support future‑state improvements.
Here's What You Need:
- Bachelor’s degree in Radiologic Sciences, Radiologic Technology, Cardiovascular Technology, Health Information Management, Healthcare Administration, Biomedical Informatics, Biomedical Engineering, Information Technology, or a related field.
- Minimum 10 years of experience supporting radiology operations, teleradiology services, enterprise imaging environments, or imaging informatics.
- Demonstrated experience with PACS/RIS administration or operational support, imaging interoperability, clinical imaging workflows, and healthcare workflow analysis.
- 7–10+ years of experience in imaging informatics, including enterprise PACS administration, design, implementation, optimization, or migration.
- Experience designing and implementing PACS, VNA, diagnostic viewers, workflow engines, routing systems, disaster recovery, and long‑term archiving.
- Expert‑level knowledge of DICOM (query/retrieve, storage, MWL, MPPS, structured reporting, DICOMweb, routing, troubleshooting, metadata reconciliation, lifecycle management).
- Experience integrating imaging platforms with EHR/RIS ecosystems (Oracle Health/Cerner Millennium, VistA Imaging, etc.) across radiology, cardiology, pathology, ophthalmology, wound care, and other specialties.
- Experience with VNA/content migration (data inventory, retention policies, normalization, reconciliation, validation, cutover, rollback, decommissioning).
- Knowledge of imaging infrastructure (Windows/Linux, networking, DNS, certificates/TLS, load balancing, VMs/containers, storage tiers, HA, capacity planning, performance monitoring).
- Ability to develop requirements, architecture diagrams, interface specifications, test plans, runbooks, configuration management artifacts, and evaluation criteria.
- Federal healthcare experience (DoD, DHA, MHS, VA or similar), ideally with distributed multi‑facility systems.
- Familiarity with federal security/privacy requirements (RMF, NIST 800‑53, FISMA, HIPAA, Privacy Act, ATO processes, vulnerability remediation).
- Eligibility for Public Trust; Secret clearance only if required.
- Knowledge of VistA/Enterprise Imaging and DoD clinical imaging systems preferred.
- Experience with federal healthcare environments, national teleradiology programs, enterprise imaging modernization, or multi‑site healthcare systems
- Experience evaluating AI‑enabled imaging workflows, imaging analytics, and clinical quality management functions
- Professional certifications: CIIP, PMP, Lean Six Sigma, ITIL, or equivalent.
As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of California, Colorado, Hawaii, Illinois, Maine, Maryland, Massachusetts, Minnesota, New Jersey, New York, Vermont, Virginia, Washington, and the District of Columbia, and the city of Cleveland. The base pay range for this position in these locations is shown below.
