What You'll Be Doing:
Program Implementation, Program Management and Program Monitoring:
- This position is responsible to support the establishment, implementation, oversight and direction of the new Division. This position is responsible for supporting the strategic vision and plan for the program’s early iterations and support efforts to expand the program to serve Coloradans. This position is responsible for refining clinical and administrative operations, promoting strategic expansion, and ensuring alignment with Division goals and mandates. This position works with the Division Director on decisions about staff hiring, contractor selection, programmatic and service definition, corrective actions, strategic planning for the program, budget allocation and distribution and ongoing funding requests.
- This position works with theDivision Director and other State Departments to support Federal match dollars, grants, and other revenue allow the Division to offset general funds to the greatest extent possible.
- Under the Division Director, this position has the authority to issue a corrective action plan and monitor Division programs’ compliance and progress in responding to the corrective action plan. This position reviews and evaluates current programming and policies related to outpatient services and ensures efficiency, effectiveness and compliance. This position authorizes daily operations and decisions ensuring they are effective and efficient. Responsible for reviewing, updating, and supporting all policies and procedures pertaining to outpatient services.
- This position requires the ability to make judgments based on data in establishing guidelines for future procedures and determinations. Ensures clients involved in the program are receiving the needed services for their individual treatment needs. The position is required to respond to emergent situations and determine the best course of action.
- This position establishes processes for auditing and other processes needed for the implementation and management of the program. This position regularly reports program operations, audits and outcome data to the Division Director and supports responses to requests for information from various state government agencies.
- This position collaborates with the Division Director to oversee daily clinical operations and decisions ensuring they are effective and efficient, updates and refines policy and procedures, analyzes data and presents it in a concise format to management and stakeholders and various governmental agencies both within and outside CDHS.
- This position supports the coordination of outreach with various community residential mental health providers throughout Colorado. This position provides and responds to inquiries for information, data, and recommendations including, but not limited to, community partners, the State legislator, the Governor’s office, the Behavioral Health Administration, State Court Administrators Office, the Department of Healthcare Policy and Financing, CDHS and CFMH leadership.
- This position oversees the work of 4+ FTE Program Management II’s, as well as direct and/or indirect oversight of more than 50 clinical and administrative staff, including coordinators, social workers/counselors, healthcare technicians, Program Assistants, Compliance Specialists and others within the Division of Outpatient Services.
- Supervisory duties may also include individual supervision, group supervision, training, onboarding, professional development, staff scheduling, reviewing position descriptions, participation in the hiring process (e.g., recruitment, interviewing, evaluating fit, etc.), retention of current team members, facilitating a sufficient level of position-related competencies, performance reviews, performance plans, consultation, and guidance to ensure all supervisees are functioning within statute, policy, and procedure. This position may participate in various department training, contribute to such training, review statutes and offer suggestions. As an appointing authority this position makes hiring decisions and issues appropriate level of progressive discipline if/when needed.
Experience Only:
Ten (10) years of relevant experience in professional experience providing clinical and administrative oversight over treatment programs in a management role which includes the following areas of competency:
New program development and implementation
Managing and navigating licensing process for a new program
Staff supervision
Crisis Management
Program Monitoring and performing program audits
Policy creation and updates
Strategic planning
Data and program outcome tracking
Collaboration with other teams and leadership
Ensuring service quality and the needs of clients/patients are met
two (2) of which must have included experience with public administration or or administrating outpatient mental health clinic services, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives
OR
Experience and Education:
A combination of education in social work, psychology, public administration, human services or related field and/or relevant experience as listed in the experience requirement above equal to ten (10) years, two (2) of which must have included experience with public administration or or administrating outpatient mental health clinic services, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives
***Must have a current, valid Colorado license as a professional counselor, social worker, marriage and family therapist, licensed psychologist or addictions counselor (LPC, LCSW, LMFT, LP or LAC)***
Preferred Qualifications:
5+ years of clinical supervision experience.
5+ years working with individuals with serious mental illness.
Knowledge of and experience with BHA rules.
Experience with change management and performance coaching.
Familiarity and experience with 27-65 regulations and processes.
