LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

As part of the implementation of the MOU between the Government of Niger and the Government of the United States, specialized technical assistance is envisioned to support the strengthening of the health system, particularly through the Health Information System and digital health.

The Directorate of e-Health plays a central role in coordinating, providing technical guidance, harmonizing, documenting, securing, and monitoring digital initiatives in the health sector. It must ensure that digital platforms and solutions are coherent, interoperable, secure, sustainable, and aligned with national priorities.

The Ministry currently has several platforms and business systems used for data collection, reporting, analysis, and utilization. However, significant challenges remain including fragmentation of solutions, insufficient documentation, interoperability needs, variable data quality, difficulties in user support, insufficient ongoing training, and the need to strengthen data sovereignty and protection.

The recruitment of an Advisor in HIS and Digital Health will strengthen the operational capacities of the Directorate of e-Health, providing cross-cutting support to technical directorates and programs, particularly for needs related to maternal and child health and malaria, without replacing the structures responsible for the programs.

The Advisor will support the e-Health Directorate in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. 

Responsibilities

• Support the Directorate of e-Health in coordinating digital initiatives, preparing technical meetings, notes, reports, presentations, and monitoring documents.
• Support the implementation of the e-Health master plan, roadmaps, action plans, annual priorities, and partner-supported activities.
• Support the technical and functional monitoring of priority platforms such as DHIS2, eCHIS/CommCare, OpenClinic, mSupply/eLMIS, STELab, dashboards, and other solutions adopted by the Ministry.
• Contribute to the mapping of data flows, indicators, and organizational units, the documentation of workflows, and the progressive application of interoperability standards.
• Support the improvement of data quality, analysis, visualization, and use for decision-making, particularly in the areas of maternal health, child health, and malaria.
• Contribute to addressing requirements related to data protection, cybersecurity, classification of digital interventions, service continuity, and digital sovereignty.
• Support the establishment of sustainable mechanisms for training, e-learning, helpdesk services, knowledge base, user documentation, and skills transfer.
• Produce and maintain guides, procedures, terms of reference, technical notes, reports, training materials, and knowledge capitalization documents.

• The Directorate of e-Health has close, structured, results-oriented technical support.
• Digital initiatives are better coordinated, better documented, and better aligned with the master plan.
• Priority platforms, data, and interoperability workflows are better monitored.
• Security, data protection, and digital sovereignty requirements are better addressed.
• The capacities of national teams and users are sustainably strengthened.
• Improved HIS for maternal and child health and malaria.

 Expected Deliverables

• Technical assistance work plan;
• Technical notes, meeting minutes, reports, and presentations supporting the Directorate of e-Health;
• Mapping platforms, data flows, interoperability needs, and prioritization matrices;
• Contributions to Terms of Reference, specifications, guides, SOPs, procedures, and action plans;
• Training materials, skills transfer documents, and knowledge base content;
• Monthly or quarterly technical assistance reports, with operational recommendations.

REPORTING:

The Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to U.S. Embassy/Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week.

Qualifications

• University degree at Master's level (Bac+5) or higher in computer science, information systems, public health, statistics, epidemiology, data management, digital health, systems engineering, or an equivalent field.
• At least five to seven years of experience in health information systems, digital health, health platform management, data analysis, interoperability, technical documentation, or institutional support.
• Experience working with a Ministry of Health, a central directorate, a national program, a health project, or a technical partner; knowledge of the Niger context and digital sovereignty issues.
• Good knowledge of the e-Health master plan/strategy, its strategic pillars, priority projects, governance mechanisms, and implementation requirements;
• Strong command of digital health standards, principles, and frameworks, including the classification of digital interventions, architecture frameworks, interoperability standards, and data governance best practices;
• Knowledge of national and institutional requirements related to data protection, digital security, and compliance, particularly in connection with the ITU, HAPDP, CNAC, and ANSI;
• Practical command of issues related to health platforms: DHIS2, eCHIS/CommCare, OpenClinic, mSupply/eLMIS, STELab, dashboards, and other national solutions;
• Ability to translate business needs into clear, realistic, and actionable functional and technical requirements for service providers and technical teams;
• Ability to produce professional documents: Terms of Reference, specifications, technical notes, reports, procedures, user guides, and training materials;
• Ability to support technical directorates, programs, and partners without replacing their own responsibilities.
• Knowledge of maternal and child health and malaria national and/or global indicators and data priorities.
