Connected Logistics is seeking a highly skilled and versatile Program Manager, to assist in providing the Department of State Directorate of Technology (DT), Enterprise Architecture (EA), Cyber Security Team (CST) comprehensive cybersecurity support services to protect critical consular systems and data. The CST Cyber portfolio ensures compliance with federal mandates including the Federal Information Security Modernization Act (FISMA) and the Risk Management Framework (RMF), encompassing security monitoring, incident response, threat detection, vulnerability management, and continuous authorization activities.


The Program Manager will serve as the primary point of contact for all contractual, administrative, and performance matters. Provides overall leadership, resource planning, and coordination to ensure call order deliverables and timelines are met and interface with the Contracting Officer (CO) and Contracting Officer’s Representative (COR) to resolve any issues and report status


Key Responsibilities:


As the Program Manager, you will oversee and execute several call orders; below is an overview of each call order and some tasks, but not inclusive all duties that may be required in the performance of each call order:


The Information System Security Officer support (CO1): Ensures CA systems maintain continuous authorization, comply with federal security requirements, and implement effective security controls that protect Department assets and data.

  • Create detailed project plans developed with high milestone achievement rates
  • Ensure monthly status reports delivered consistently with resource allocation maintained within planned levels
  • Ensure Security Impact Analyses completed promptly with zero security incidents related to approved changes

Security Control Assessment services (CO2): Oversee the comprehensive independent security control assessment services to evaluate the effectiveness of security controls, identify vulnerabilities and weaknesses, support authorization decisions, and enable continuous improvement of DT/EA/CST CA's security posture through rigorous, standards-based assessments

  • Create Project plans with detailed work breakdown structure, schedules, resource allocation, and risk registers
  • Maintain a high percentage of milestones achieved on schedule with monthly status reports delivered consistently

Security Operations & Monitoring Services (CO3): Oversee the comprehensive security operations and monitoring services to detect, respond to, and mitigate cybersecurity threats; ensure continuous monitoring of security posture; maintain compliance with federal mandates; and mature CA's security program to effectively protect consular systems and data.

  • Create a comprehensive program management plan with integrated master schedule maintained
  • Maintain a high percentage of milestones achieved on schedule with monthly status reports delivered consistently
  • Ensure risk register maintained with documented mitigation plans for high/critical risks

Cyber Tool Support Services (CO5): Provide comprehensive cyber tool support services including deployment, integration, configuration, administration, training, and knowledge transfer to ensure cybersecurity tools are effectively implemented, maintained, and utilized to support CA's security operations and mission objectives

  • Create a comprehensive program management plan with integrated master schedule maintained
  • Maintain a high percentage of milestones achieved on schedule with monthly status reports delivered consistently
  • Resource allocation maintained within planned levels with risk register updated regularly
  • Ensure quality reviews are conducted for all major deliverables before Government submission

Requirements


  • At least ten (10) years of experience managing large-scale cybersecurity programs.
  • Bachelor’s Degree in Computer Science, Information Technology, Cybersecurity, or related field (Master's preferred)
  • Current PMP or equivalent project management certification.
  • Current Secret clearance
  • Experience working with the DoS preferred
  • Experience managing contracts of similar size and complexity
  • Experience with federal government cybersecurity requirements
