JOB OVERVIEW

MartinFed is seeking an experienced Program Manager to provide program and project management leadership in support of cybersecurity compliance and security engineering activities within a federal environment. This individual will serve as the primary lead for contract execution, coordinating activities across geographically separated locations and ensuring technical, schedule, and contractual requirements are successfully achieved.

The Program Manager will primarily provide program management support but must also possess sufficient cybersecurity and technical expertise to supplement Security Engineering and Security Compliance teams when necessary. The successful candidate will have extensive experience managing complex federal IT and cybersecurity programs, developing project plans and schedules, communicating with government stakeholders, managing risks and dependencies, and providing recommendations designed to strengthen organizational security posture.

ESSENTIAL FUNCTIONS:

• Lead overall program and project management activities supporting cybersecurity compliance and security engineering efforts.
• Manage contract activities and project execution across two geographically separated locations, ensuring effective coordination, communication, and consistent delivery.
• Develop, maintain, and execute a comprehensive Project Management Plan (PMP) addressing project scope, schedule, resources, risks, dependencies, milestones, and deliverables.
• Coordinate technical and compliance activities across Security Engineering and Security Compliance teams.
• Provide technical leadership and cybersecurity subject matter expertise to supplement security engineering and/or compliance teams as needed.
• Develop and maintain integrated project schedules, including milestones, dependencies, planned activities, and estimated completion dates.
• Identify, track, communicate, and assist in resolving project risks, challenges, technical issues, and schedule impacts.
• Conduct monthly Program Management Review (PMR) meetings with government stakeholders.
• Develop and present monthly PMR briefings summarizing completed activities, upcoming activities, project schedules, risks, challenges, issues, and recommended actions.
• Monitor contract performance and ensure project requirements, milestones, and deliverables are completed accurately and on schedule.
• Coordinate with technical teams, government stakeholders, leadership, and other contractors to ensure alignment on priorities and requirements.
• Evaluate cybersecurity risks and provide actionable recommendations for strengthening the security posture of supported IT systems.
• Develop prioritized security recommendations based on risk reduction, expected security improvements, technical dependencies, and implementation requirements.
• Ensure recommendations are sequenced appropriately so prerequisite activities and dependencies are addressed before dependent security improvements are implemented.
• Support security compliance activities and security engineering initiatives throughout the contract lifecycle.
• Develop the Final Project Management Report summarizing completed contract requirements and recommended actions for supported IT systems.
• Develop and coordinate contract transition and closeout activities, including knowledge transfer and coordination with successor vendors when applicable.
• Perform additional technical, cybersecurity, and program management duties as required to support successful contract execution.

QUALIFICATIONS:

• US Citizen with a DoD Secret Security Clearance
• Bachelor's degree or higher from an accredited college or university.
• 15+ years of relevant professional experience in program management, project management, cybersecurity, information technology, security engineering, security compliance, or a related field.
• Active Project Management Professional (PMP) certification.
• Demonstrated experience leading complex IT and/or cybersecurity programs within a federal government or similarly regulated environment.
• Experience managing geographically dispersed teams, projects, or customer locations.
• Strong understanding of cybersecurity compliance, security engineering, risk management, and information system security principles.
• Demonstrated ability to develop and manage project plans, schedules, milestones, risks, dependencies, and deliverables.
• Experience preparing and presenting program/project status reviews to government customers, senior leadership, and technical stakeholders.
• Ability to translate technical cybersecurity issues into clear project risks, priorities, and recommended actions.
• Strong written and verbal communication, leadership, organizational, and stakeholder-management skills.
• Ability to work effectively with both technical engineering personnel and security compliance professionals.

DESIRED QUALIFICATIONS:

• Active Certified Information Systems Security Professional (CISSP) certification.
• Active Certified Information Security Manager (CISM) certification.
• Experience supporting federal cybersecurity programs involving security compliance, security engineering, risk management, or system authorization activities.
• Experience developing cybersecurity remediation recommendations and prioritizing actions based on security risk, technical dependencies, and expected impact.
• Experience supporting federal contract transition, closeout, and knowledge-transfer activities.

• Working on a computer for long periods of time.
• May involve long period of sitting at a desk.
• The work environment is fast-paced and sometimes involves extreme deadline pressures.
