The Auditor-Controller/Treasurer/Tax Collector's (ATC) office is recruiting for an Auditor-Controller/Treasurer/Tax Collector Manager to plan, organize, and administer specialized accounting or auditing functions.  Essential duties include planning and scheduling financial, compliance, and operational audits; reviewing and evaluating audit reports; advising management on audit findings and recommendations; managing county-wide functions including collections, payroll, accounts payable, general accounting, auditing, disaster claiming, or property tax; and supervising the preparation of a variety of statistical and accounting, auditing, budget, cost allocation reports and financial statements.

Certified Public Accountant Stipend - $750 annual CPA stipend for employees who attain and maintain a valid CPA License.

CONDITIONS OF EMPLOYMENT
 

Pre-Employment Process:  Prior to appointment, applicants must pass a background investigation and verification of employment history and education.

Travel: A valid California Class C Driver License may be required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.

Sponsorship: San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.

CANDIDATES MUST MEET ONE OF THE FOLLOWING EXPERIENCE OPTION REQUIREMENTS AND EDUCATION:

OPTION 1
Must possess three (3) years of experience supervising professional-level accounting operations in one of the following areas: governmental accounting functions, accounts payable, payroll, cost accounting, property tax, intergovernmental fiscal relations, or auditing governmental functions. 

OPTION 2Must possess two (2) years of experience as a Supervising Accountant/Auditor or Senior Supervising Accountant/Auditor within ATC.

EDUCATION
Must possess a completed Bachelor's degree in Accounting OR Bachelor's degree in another field which must include 24 semester (36 quarter) units of accounting coursework and 24 semester (36 quarter) units of business related coursework.
EDUCATION SUBSTITUTION: An active California Certified Public Accountant (CPA) license may substitute for the education requirement. List your license number under the license/certification section of the application.

EXPERIENCE

EDUCATION
Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. (Must be attached if applicable.) For education evaluation services, refer to Naces.

Master's degree and possession of a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Control Self-Assessment (CCSA) or Certified Information Systems Auditor (CISA) designation, as well as experience managing technically complex operations involving system-driven workflows and compliance with evolving statutory requirements, are highly desirable.
