Job Summary

As a Subject Matter Expert – Health System Analyst supporting the VA's Office of Suicide Prevention (TOPR 0037), you will play a critical role in advancing Elevated Risk Care Management initiatives across the Veterans Health Administration (VHA). You will support the analysis, design, development, and implementation of business processes that directly impact the quality and continuity of care for high-risk Veterans. Working within one of the largest integrated federal healthcare systems in the nation, you will collaborate with VHA stakeholders to evaluate current-state operations, identify gaps, and drive sustainable process improvements at both the VISN and Medical Center levels. The ideal candidate is a seasoned healthcare systems professional who thrives in complex, matrixed federal environments and brings a deep operational understanding of VHA clinical and administrative workflows. You are equally comfortable conducting rigorous analytical work independently and engaging senior government stakeholders to communicate findings and recommendations with clarity and confidence.

Primary Responsibilities

Lead the analysis of current and future state VHA business processes related to Elevated Risk Care Management, identifying inefficiencies, systemic gaps, and opportunities for process redesign in support of the Office of Suicide Prevention's mission. Design, develop, and implement improved business processes and workflows across VHA Medical Centers and VISNs, ensuring alignment with VHA policy, clinical standards, and Veteran-centered care objectives. Diagnose operational problems within current VHA care management programs by conducting stakeholder interviews, data reviews, and process mapping, and deliver actionable recommendations to government leadership. Monitor the performance of redesigned and reconstructed business processes post-implementation, developing metrics, dashboards, and reporting mechanisms to track effectiveness and ensure continuous improvement. Serve as a subject matter expert and trusted advisor to VHA program offices, providing guidance on large-scale healthcare system operations, VISN structure, and Medical Center-level clinical and administrative workflows. Prepare and present high-quality analytical deliverables including reports, briefings, process documentation, and recommendations tailored to senior VHA officials and federal contracting stakeholders.

Minimum Qualifications

Minimum of 10 years of experience in health systems analysis, healthcare operations, or a related discipline, with a demonstrated focus on large-scale government or integrated healthcare environments. Master's Degree in Health Administration, Public Health, Health Policy, Business Administration, or a closely related field is required. Extensive, hands-on experience working within or directly supporting the Veterans Health Administration (VHA), including substantive familiarity with VHA Medical Center operations and Veterans Service Network (VISN) structures. Ability to obtain and maintain VA network access and a Position of Public Trust background investigation as required for contractor personnel supporting VA program offices. Must be legally authorized to work in the United States without current or future sponsorship; U.S. citizenship may be required to meet VA background investigation and access requirements. Demonstrated working knowledge of both clinical and business process frameworks within the VHA, including experience supporting process analysis, redesign, or implementation initiatives at the program or enterprise level.

Desired Qualifications

• Prior experience supporting VA mental health, suicide prevention, or behavioral health programs, particularly within the Office of Suicide Prevention or related VHA program offices. • Familiarity with VHA's Elevated Risk Care Management policies, tools, and clinical workflows, including experience with the Patient Record Flag (PRF) system or the High Risk for Suicide (HRS) care pathway. • Experience applying structured process improvement methodologies (e.g., Lean, Six Sigma, Human-Centered Design) within a federal healthcare or VHA context. • Proficiency with VA data systems, electronic health record platforms (particularly VistA/CPRS or Oracle Health/Cerner), and business intelligence tools used within VHA operations. • Prior federal contracting experience in a Subject Matter Expert or senior advisor capacity, with demonstrated ability to deliver high-impact analytical products to GS-14/15 or SES-level government clients.
