Description
Definition: Under general supervision from the Senior Services Director and/or Assistant Director, the Senior Services Manager will provide clinical supervision and overall direction to the Support Services Division. The Senior Services Manager will also provide case management supervision over those divisions as well as their internal programs: Adult Protective Services and the Caregiver Program. This job class is treated as FLSA exempt. This is a driving position.

Tasks:
1. Supervision & Mentoring: Oversees and assumes primary mentorship role to the Support Services Division.
- Manages day-to-day activities of assigned staff and maintains unit employee files.
- Manages the divisions’ workflow.
- Helps establish the divisions’ performance standards thereby providing a division-wide set of guidance standards and development processes.
- Delivers effective leadership and provides relevant and adequate training for the divisions’ staff.
- Assigns, coordinates, schedules and reviews work of staff.
- Monitors and evaluates staff effectiveness, recognizes achievements and seeks to constantly improve the operations of the divisions.
2. Leadership: Provides senior leadership to staff including the future direction of the divisions’ programs, how that guidance will impact the Community and how current and future programs can be best utilized for the benefit of the Community.
- Evaluates and improves the effectiveness of the divisions’ customer service delivery utilizing industry benchmarks.
- Implements Best Business Practices for the divisions’ and develops a framework that is tailored to accommodate the Community’s needs.
- Ensures the Support Services Division’s adherence to the National Association of Social Workers’ (NASW) Code of Ethics
- Communicates each division’s goals and objectives to employees and the Senior Services Management Team.
- Works with the Department’s Division Managers to continuously improve the operational policies, procedures, and methodologies that affect the Senior Services Department
3. Clinical Supervision: Provides clinical supervision to division Social Workers to ensure quality in the areas of support services, case management, home visits and case referrals.
- Provides clinical supervision in a manner consistent with the Arizona Board of Behavioral Health Examiners (“AZBBHE”) requirements for individuals seeking licensure.
- Works diligently to ensure case management and support services are provided with the highest possible ethical and legal standards.
- Ensures proper client case documentation is performed and maintained in an accurate and quality manner.
- Works with staff to discuss and provide comprehensive clinical descriptions and documentation of case topics covered with clients.
- Performs ongoing compliance reviews to ensure accurate and proper clinical and case management services are provided and accurately documented.
- Makes direct observations of Social Worker’s clinical work with both individual and group clients to ensure the highest possible standards.
4. Operations: Plans, organizes and oversees the daily operations of assigned programs.
- Ensures administrative support functions are in place and that programs are operating according to established standards, budgets, tribal policies and procedures and funding source requirements.
- Evaluates all programs annually or as required by funding agencies.
- Develops monitoring checklists to ensure programs are reviewed at least quarterly for effectiveness, efficiency and compliance.
- Assigns cases to individual staff members, providing guidance and consultation on most appropriate methods of service.
- Conducts staff and case review meetings, conferring with staff individually as needed.
- Facilitates case review and consultation meetings. Examples include, but are not limited to: APS, Social Worker Supervisions, and both divisions’ staff meetings.
- Oversees recruitment of both divisions’ vacancies
- Assists Department Directors in implementing and monitoring a Wellness Recovery Action Plan Model within Senior Services while acting as an advisor to other HHS or Social Services programs on behalf of the Senior Services Department.
- Analyzes data to determine the effectiveness of Department Social Services Programs.
4. Program Compliance: Provides periodic program narrative and data reports as required by funding agencies, Department Directors, and SRPMIC Tribal Authorities.
- Develops procedures in support of assigned programs accountability.
- Ensures training is provided in compliance with program accountability measures and oversees staff adherence to procedures.
5. Budgeting/Grants & Contracts: Prepares and maintains operating budgets for assigned programs.
- Develops budget requests and prepares financial plans to monitor and maintain the operating budget for assigned programs and services.
- Ensures expenditures are in compliance with funding source requirements.
- Monitors utilization of grants and contracts.
- Prepares and reviews grant and contract proposals and applications for approval by Tribal authorities.
- Represents the Senior Service’s Department and its assigned programs at various events and meetings with other SRPMIC Departments and other outside entities, both locally and off-site.
6. Program Administration: Coordinates program services with related tribal departments, organizations, and any other outside services.
- Develops methods to coordinate efforts in providing the highest level of assistance to SRPMIC Elders and their families.
- Plans and implements programs to meet the social and emotional needs of the Community’s Seniors and Adaptive/Disabled population.
- Confers with State, SPRMIC, other tribal and federal officials, representatives of related agencies, institutions, and public or private organizations as necessary.
- Establishes focal points for information sharing.
- Ensures essential information to accomplish program goals is facilitated effectively by methods and benchmarks that safeguard those goals.
- Reviews files for APS and Case Management.
- Ensures record keeping is accurate and appropriate for audit purposes.
- Reviews all active files to ensure compliance with all regulatory requirements.
7. Miscellaneous: Performs other job-related duties as assigned to maintain and enhance program and departmental operation.
Knowledge, Skills, Abilities and other Characteristics:
- Knowledge of the history, culture, laws, rules, customs and traditions of the SRPMIC.
- Knowledge of the needs of families within the SRPMIC.
- Knowledge of the principles of employee supervision.
- Knowledge of program planning and design and inter-departmental planning methods.
- Knowledge of policies for safeguarding confidential information.
- Knowledge of policies, procedures, rules and guidelines (State and Federal) for related HHS programs.
- Knowledge of such principal documents as: Community Ordinance (including juvenile code), SRPMIC Policy & Procedure Manual, HHS Procedural Guidelines, Grant Request procedures, budgeting and quarterly reporting.
- Skill establishing and maintaining effective working relationships with Community officials, Department managers, other SRPMIC entities, governmental agencies and vendors/suppliers.
- Skill using computers, related software, calculators and other office machines/supplies.
- Skill establishing and maintaining effective working relationships with clients, supervisors, co-workers, and representatives of resource agencies.
- Skill evaluating customer needs and utilizing/developing program and SRPMIC resources, or other appropriate referrals to meet such needs.
- Skill dealing with sensitive, personal issues, and maintaining appropriate professional, confidential relationships.
- Skill with program design, development, and overall management as well as financial accountability.
- Skill understanding and applying complex rules, regulations and guidelines.
- Skill with work leadership and work management, including scheduling of multiple projects.
- Skill developing budgets, monitoring expenditures and preparing cost-benefit analyses.
- Ability to interact with SRPMIC employees at all levels of responsibility, as well as with Council Members, Administration staff, and Community members.
- Ability to work evenings, weekends, and to travel in state and out-of-state as needed.
- Ability to prepare budgets, monitor expenditures, comply with travel regulations and prepare purchase orders.
- Ability to develop and present training programs for staff and to make public presentations in a formal setting, as assigned.
- Ability to work under pressure, with multiple task deadlines.
- Ability to establish and maintain accurate record-keeping systems and procedures.
- Education and Experience: A Master’s Degree from an accredited college or university in Social Work (MSW) AND 5 years full-time clinical work experience required.
- Clinical staff supervision required.
- Proven successful experience with clinical supervision, case management, support services, mental health issues and Gerontology required.
- Licensed Master Social Worker (LMSW) highly preferred.
- Licensed Clinical Social Worker (LCSW) highly preferred.
- Equivalency: Equivalent combinations of education and experience that will allow the applicant to satisfactorily perform the duties of the job may be considered.

- Must possess and maintain a valid Arizona Driver’s License. May be subject to working evenings, weekends and occasional travel (in state and out of state)
