Senior / Manager, Innovation Office (Innovation Project Management) (2-year contract)

[What the role is]

Health Promotion Board's (HPB) vision is to build a nation of healthy people. We aim to empower residents in Singapore to attain optimal health, increase the quality and years of healthy life and prevent illnesses, disability and premature death.

The Innovation Office aims to foster an innovative culture to enable HPB to deliver its desired outcomes more effectively. This is done through proactive engagement with other HPB teams and equipping them with the capabilities and support to innovate more effectively. It also explores new and emerging health technologies and collaborates with private and public sector partners to conduct precision public health trials that deliver insights to shape healthier behaviours and outcomes.

The chosen candidate may be appointed at Manager or Senior Manager level, depending on experience. This position reports to the Assistant Director overseeing the Innovation Office’s ongoing trials.

[What you will be working on]

• You will support the planning and delivery of innovation trials that test and validate new models and technologies, generate evidence, and inform how HPB designs and adopts programmes. You will work with HPB teams and external partners, and may independently manage a number of smaller trials concurrently.
• Manage assigned proofs of concept and pilots end-to-end, including trial planning, delivery operations, partner coordination, performance tracking (budget/timeline/KPIs), and post-trial evaluation. Provide evidence and recommendations to support decisions on whether to continue, stop, refine, hand over or scale.
• Support the assessment of potential technologies and partners for assigned trials, including their fit with programme needs and readiness for testing.
• Coordinate and perform ancillary activities to advance assigned trials, including consultations with HPB teams and procurement work, ensuring seamless execution of innovative initiatives.
• Track and report trial progress on a regular basis including budget utilisation, implementation timelines and key performance indicators, capture key evidence and lessons, and support planned handover to the receiving team where further adoption is agreed.
• Support general team administrative functions as required. This may include finance, administration and procurement matters.

[What we are looking for]

• At least 3 years of relevant experience for Manager level, or 5 years for Senior Manager level, in end-to-end programme, project, product or trial management.
• Strong analytical, planning and project management skills, with the ability to work independently and collaboratively, manage concurrent workstreams and navigate ambiguity.
• Strong stakeholder management and influencing skills, with the ability to coordinate internal and external partners towards desired programme outcomes.
• Ability to prioritise and deliver high-quality work in a fast-paced environment, manage risks and trade-offs, and escalate key issues and decisions appropriately.
• Ability to use qualitative and quantitative evidence to assess business needs, track budgets and resources, and deliver programmes on time and within budget while maximising impact.
• Excellent written and verbal communication and presentation skills. Experience in healthcare, digital health, research, trials, evaluation, tenders, innovation calls or partnerships will be advantageous.

 

Successful candidates will be offered a 2-year contract in the first instance.
