Description
In accordance with Virgin Islands Code Title 3 Chapter 3 § 42 the banking board is established within the Lieutenant Governors Banking, Insurance and Financial Regulation Division.
The Banking Boards appointed members shall be composed of individuals appointed by the Governor with the advice and consent of the Legislature;
The Board shall be composed of six members, as follows:
- Four members appointed by the Governor with the advice and consent of the Legislature;
- The Lieutenant Governor, who shall serve as Chairman of the Board;
- The Commissioner of Finance, who shall be a member ex officio, and who shall serve as Secretary of the Board. Of the four members appointed by the Governor, two shall reside in the District of St. Croix and two shall reside in the District of St. Thomas-St. John.
The Virgin Islands Banking Board has a wide range of duties and responsibilities that include but are not limited to:
Regulatory Oversight: Ensures that financial institutions in the Virgin Islands operate in compliance with local banking laws, regulations, and policies.
Development and Enforcement of Banking Regulations: Establishes, revises, and enforces banking regulations that align with federal law and promotes the soundness of the financial system.
Monitoring Financial Institutions: Regularly reviews the financial status, operational practices, and compliance efforts of banks, credit unions, and other financial institutions.
Policy Recommendations: Advises the Governor and Legislature on banking and financial matters that impact the territory's economic well-being.
Investigations and Audits: Conducts audits, inspections, and investigations to ensure that banking practices meet required standards and to address potential violations of banking laws.
Public Confidence: Promotes trust and confidence in the banking system by ensuring transparency, fairness, and accountability in financial operations.
A Bachelor's degree in Banking, Finance, Accounting, Economics, Business Administration, or a related field from an accredited institution. A Master’s degree or professional certification (such as CFA, CPA, or similar) from an accredited institution is highly desirable.
A minimum of 5 years of professional experience in banking, financial services, regulatory compliance, accounting, or financial law. Experience in risk management, financial analysis, or policy development is strongly preferred.

Banking and Financial Systems: In-depth understanding of banking operations, financial institutions, and the economic factors affecting the banking industry in both the Virgin Islands and globally.
Regulatory and Compliance Standards: Knowledge of the Virgin Islands Banking Code (VI Code Title 3, Chapter 3, Section 42) and other applicable federal and local financial regulations, including anti-money laundering (AML) and fraud prevention laws.
Risk Management and Financial Oversight: Familiarity with financial risk management, auditing techniques, and the ability to evaluate financial stability and operational risks within financial institutions.
Policy Development: Understanding of financial policy development, regulatory frameworks, and how they impact the banking sector and consumers.
Leadership and Decision-Making: Strong leadership capabilities with the ability to lead discussions, make informed decisions, and manage diverse opinions within a regulatory setting.
Communication: Excellent verbal and written communication skills to convey complex regulatory information to various stakeholders, including government officials, financial institutions, and the general public.
Analytical Skills: Ability to analyze financial statements, compliance data, and other banking-related information to make sound regulatory decisions.
Collaboration and Teamwork: Ability to work cooperatively with other board members, government officials, and stakeholders to achieve regulatory goals and promote the stability of the banking system.

FACTOR 2 - GUIDELINES
Board Member Terms: Members are appointed to serve two-year terms. Stipends: Non-governmental members of the Banking Board are eligible to receive a stipend of $75 per meeting and reimbursement for expenses incurred in attending Board meetings. Removal for Cause: Non-governmental members of the Banking Board are subject to removal by the Governor for cause.

The purpose of the Virgin Islands Banking Board is to:
Regulate the Banking Sector: To ensure that banks and financial institutions in the Virgin Islands operate in a secure, transparent, and regulatory-compliant manner. Protect Consumers: Safeguard the interests of individuals and businesses that rely on financial institutions for banking services, loans, and other financial products. Promote Economic Stability: Support the continued growth of the Virgin Islands economy by maintaining a sound and reliable banking system.
Assist in Federal and Local Law Compliance: Ensure that the Virgin Islands financial sector adheres to both local regulations and applicable federal banking laws, including those related to anti-money laundering (AML), fraud prevention, and consumer protection.
Necessary Special Qualifications
Commitment: Ability to commit to attending regular Board meetings and actively participating in discussions, decision-making, and policy development.
Ethical Standards: Must adhere to the highest standards of ethics and confidentiality in all activities related to the duties of the Banking Board.
