The NC Wildlife Resources Commission (NCWRC) is the state government agency created to conserve and sustain the state’s fish and wildlife resources through research, scientific management, wise use and public input. The NCWRC is the regulatory agency responsible for the enforcement of North Carolina’s fishing, hunting, trapping, and boating laws. The agency has an operational budget of approximately $100 million and employs approximately 700 full-time staff and 100 seasonal temporary staff across the state, including wildlife and fisheries biologists and technicians, wildlife law enforcement officers, wildlife educators, communication specialists, and customer service, information technology and administrative professionals. The NCWRC Mission is to conserve North Carolina’s wildlife resources and their habitats and provide programs and opportunities that allow hunters, anglers, boaters, and other outdoor enthusiasts to enjoy wildlife-associated recreation.
Description of Work
The North Carolina Youth Outdoor Engagement Commission (YOEC) is accepting applications for a YOEC Finance Manager (Administrative Officer).The North Carolina Youth Outdoor Engagement Commission (YOEC) is a state agency that operates with funding from the NC General Assembly and donors. The YOEC mission is to encourage and strengthen young North Carolinians' connection to nature by providing opportunities to engage with the outdoors. We envision North Carolinians engaging with the state's diverse natural resources and developing a lasting appreciation for the outdoors.
This YOEC Finance Manager will oversee all grants and proposals, including planning, developing, evaluating, and implementing grant guidelines and processes. This will require maintaining and updating detailed financial records and monitoring grant reporting and compliance from awardees. Additionally, this position will supervise and guide the Grants Coordinator in daily tasks, grant administration, decision-making, and software management.
The YOEC Finance Manager will:
• Conduct extensive research and identify potential individual, government, corporate, and foundation funding sources to support the NC Youth Outdoor Engagement Commission programs and projects through the North Carolina Youth Outdoor Engagement Fund.
• Identify, cultivate, and solicit gifts with a focus on increasing the pipeline of major gifts prospects and private support for the NC Youth Outdoor Engagement Commission.
• Manage the day-to-day fundraising activities in support of the NC Youth Outdoor Engagement Commission and the North Carolina Youth Outdoor Engagement Fund.
• Oversee grants and proposals. Plan, develop, evaluate, and implement grant guidelines and processes. Update financial records, initiate fund transfers, monitor grant performance & compliance and recipient communications.
• Supervise and guide Grants Coordinator in administration of grants, decision-making, and software management.
• Maintain records of NC Youth Outdoor Engagement Commission expenditures and receipts.
• Work with WRC Finance Team to ensure all expenditures and receipts have been accurately paid and recorded.
• Prepare grant proposals.
• Compile, analyze, and report all data or information that is needed to compose, complete, and maintain grant proposals and grant awards. This includes ongoing outcome measures of program funded activities.
• Maintain accurate and timely records of research activities, funding logs and reporting deadlines, grant funding resource materials and publications.
• Periodically monitor grant performance goals between reporting periods.
• Monitor program compliance for continuity as related to contract/grant administration. Including maintaining periodic and final reports, and renewal applications submitted to funding agencies.
• Effectively support the mission and vision of the NC Youth Outdoor Engagement Commission daily.
• Work in conjunction with other NC Youth Outdoor Engagement Commission team members to achieve strategic goals.
• Work with other NC Youth Outdoor Engagement Commission team members to prepare and submit reports and recommendations to the North Carolina General Assembly and state agencies.
• Assist with coordination, planning and execution of NC Youth Outdoor Engagement Commission events, meetings and other activities.
This is a Full-Time Exempt; Monday-Friday; 8am-5pm position. This position requires occasional weekend, evening, and overnight shifts. This position requires regular travel across the state to attend meetings, events and conferences. This position is based at the YOEC-Raleigh office, located in the NC Wildlife Resources Commission Building (1751 Varsity Drive, Raleigh, NC 27606).
