Description
Under general supervision, performs complex professional work in the preparation and analysis of the City's operating budget, programs, and services. Collaborates with department leadership to analyze budget requests and operational initiatives; regularly reviews and monitors departmental spending; completes related work as required.
A master's degree in public administration is preferred.
Knowledge, Skills and Abilities: Knowledge of the theories, principles, practices and techniques of municipal budgeting and program evaluation, statistics, and finance; knowledge of evaluation measurement and review techniques; knowledge of the State laws and local ordinances applicable to budget preparation approval and administration; knowledge of the functions and operation of municipal agencies; ability to analyze and develop budget estimates; ability to develop and conduct technical program evaluation; ability to conduct detailed research and prepare reports and findings; ability to analyze large, complex datasets and create visual tools for decision making; ability to establish and maintain effective working relationships with others; ability to manage work plan and independently exercise initiative and discretion within established processes.This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling and pushing or pulling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work is generally in a quiet location (e.g. library, private offices).
- Participates in the preparation of the operating budget by reviewing and analyzing budget requests and collaborating with departments.
- Performs analysis of current operating expenditures and estimates of future expenditures for multiple funds and more complex departments.
- Assists in preparing long-range financial projections for a variety of proprietary and special revenue funds, including serving as the lead for maintenance of certain program pro formas.
- Develops the methodology to analyze and interpret the impact of service on the community and serves as the lead analyst for conducting complex research and managing projects concerning budget issues.
- Gathers operational, financial, and other statistical data and participates in the conduct of research and evaluation studies.
- Participates in the review and improvement of the City-wide accounting system as it relates to budget coordination and control.
- Serves as budget staff liaison to certain appointed boards.
