Description

This position administers employee benefit plans and the Human Resources Information System including: interpretation of regulations, policy development and interpretation, claims processing, insurance billing, benefit program administration, interpretation of regulations, technical HRIS support and systems analysis. 


SUPERVISORY RESPONSIBILITIES



This position does not supervise other employees.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Administers medical, dental, vision, life, and unemployment insurance programs. Processes monthly health insurance enrollments, terminations, and benefit changes; provides COBRA notices and coordinates enrollment for eligible individuals. Administers unemployment claims, responds promptly to claims and portal wage audits, participates in appeal hearings, and reviews quarterly billings. Serves as a benefits liaison to elected officials, department heads, employees, carriers, and vendors. Completes benefits surveys, answers questions, and resolves benefit issues.  Coordinates open enrollment with plan sponsors, insurance trusts, administrators and vendors; communicates plan changes to employees and processes annual benefit elections.

  • Audits and reconciles monthly insurance bills; ensures accuracy and timeliness of carrier billings and statements, insurance payments, deduction deposits and employee and employer deductions; assists in evaluating and determining annual or other rate changes.

  • Administers short- and long-term disability benefit plans, initiates claim forms, completes employer statements, and coordinates with benefit administrators on claims. Administers the Family and Medical Leave Act (FMLA), tracks leave, and guides employees and management on FMLA requirements and their coordination with disability benefits and County leave policy. Reviews and responds to requests for reasonable accommodation under the Americans with Disabilities Act (ADA) and coordinates the interactive process with employees and management. Administers the Leave Donation Program in accordance with County procedures.

  • Provides HRIS support and systems analysis; serves as a liaison among HR, IT, Finance, and Payroll; and evaluates systems and recommends improvements. Resolves technical issues and prepares complex or restricted reports for County management. Maintains and integrates HRIS and benefits software, including the employee benefits enrollment platform; updates plan information, eligibility settings, and system tables; and resolves enrollment issues. Administers the County performance appraisal system, coordinates appraisal cycles, provides system support, and guides users.

  • Serves as the County Wellness Coordinator in support of the Benefits Trust Wellness Program; works with the Trust’s Wellness Consultant to coordinate County participation and share program information with departmental Wellness Ambassadors; maintains the Wellness Ambassadors list and facilitates meetings as needed to support Ambassadors in communicating wellness opportunities and encouraging employee participation within their departments.

  • Coordinates meetings, prepares agendas and minutes, maintains records, and performs related administrative duties as Local Board Secretary to the Public Safety Personnel Retirement System (PSPRS) and Corrections Officer Retirement Plan (CORP) Local Boards.  Serves as clerk to Personnel Commission; responds to employee appeals, and participates in hearings.
  • Administers County Tution Reimbursement Program.  Conducts employee training on a variety of HR topics.

BUDGET RESPONSIBILITIES

This position reviews, approves for submission and presents the departmental budget.

PROJECT RESPONSIBILITIES

Provides project resource allocation based on pre-approved resources on organizational development projects, technology projects, human resources projects, and employee training and development projects.

ORAL COMMUNICATION DUTIES

This position trains colleagues, explains County procedures or processes, responds to public inquiries, conducts and participates in meetings, negotiates or persuades and gives presentations.

WRITTEN COMMUNICATION DUTIES

This position creates or edits documents, internal memos, emails, large and complex contracts, formal letters and reports.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, customers, the general public, vendors, regulatory bodies, and other groups and/or individuals and Institutions over the telephone, by email, and/or in person. 

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

MINIMUM QUALIFICATIONS

Bachelor's Degree in Human Resources, Business Administration or related field, and five (5) years experience in Human Resources with Benefits Administration and HR Technology responsibilities; or any equivalent combination of education, training and experience which demonstates the ability to perform the essential duties and responsibilities of the job.

PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED

PHR Certification by HRCI or Certified Benefits Professional Credential by World at Work preferred.


Must possess and maintain a valid Driver’s License.

KNOWLEDGE REQUIRED

Human Resources management; benefits administration; Human Resource Information Systems; labor laws; training; Federal, State, Local laws, regulations, Statutes; database management and information technology.

  •  Occasionally stands to attend to customers.

  • Constantly requires dexterity for keyboard operation.
  • Incumbents in this position may be required to bend and twist.

WORK ENVIRONMENT

Incumbents in this position generally works in an office environment.  Incumbents in in this position may rarely spend time in lobby environment, and occasionally spend time in classroom(s).

SAFETY RISK EXPOSURE

Incumbents in this position are generally not exposed to safety risk.  On rare occasions, incumbents in this position may become exposed to occasional telephone verbal abuse by customers or citizens.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department. 

CONSEQUENCES OF ERROR

Potential errors can result in unfavorable public perceptions and legal ramifications.
