Description

We are seeking an experienced Cultural Resources Project Manager to manage cultural resource projects throughout the Great Basin, with primary responsibility for Nevada and Utah and support to projects in other regions as needed. This position combines project management, technical coordination, client service, staff leadership, and support for business development. The Project Manager will plan and deliver projects safely, on schedule, within scope, and within budget; coordinate field and reporting teams; maintain effective client and agency communication; and contribute to proposals and growth initiatives. The ideal candidate has practical knowledge of Great Basin archaeology, historic preservation, tribal coordination, and applicable federal and state cultural resource requirements.

Key Responsibilities:

Project Management & Delivery:

• Manage multiple cultural resource projects from initiation through closeout, including scope, schedule, budget, staffing, quality, risk, and client communication.

• Develop project work plans, staffing plans, schedules, cost estimates, and task assignments that align with contractual and regulatory requirements.

• Track project performance, labor utilization, subcontractor costs, deliverables, and invoicing; identify variances and implement timely corrective actions.

• Maintain project records, decision logs, change documentation, and closeout materials in accordance with company and client requirements.

• Coordinate permits, access, equipment, subcontractors, health and safety planning, and technical resources before field activities begin.

• Manage scope changes and communicate schedule, budget, and technical impacts to clients and internal leadership.

Client & Regulatory Coordination:

• Serve as the day-to-day client contact for assigned projects and provide clear, timely updates regarding progress, decisions, constraints, and upcoming needs.

• Build productive relationships with clients, agency representatives, tribal governments, landowners, teaming partners, and subcontractors.

• Coordinate with federal, state, and local agencies to support regulatory reviews, permitting, consultation, and project approvals.

• Support respectful and culturally informed communication with tribes and assist clients and agencies with consultation-related documentation and coordination.

• Monitor client satisfaction, address concerns promptly, and elevate significant contractual, technical, or relationship risks when needed.

Technical & Quality Management:

• Coordinate archaeological inventory, monitoring, evaluation, testing, mitigation, historic property documentation, and related cultural resource studies.

• Prepare or review research designs, work plans, field methods, monitoring plans, inadvertent discovery plans, technical reports, and regulatory submittals.

• Ensure deliverables are technically sound, internally consistent, responsive to client needs, and completed through required quality control reviews.

• Apply Section 106 of the National Historic Preservation Act (NHPA), the National Environmental Policy Act (NEPA), the Archaeological Resources Protection Act (ARPA), National Register of Historic Places (NRHP) criteria, and relevant state requirements.

• Coordinate qualified Principal Investigator review and oversight when required by permits, agency standards, or project-specific requirements.

• Develop clear and defensible recommendations concerning eligibility, effects, avoidance, minimization, mitigation, and project compliance.

Staff Coordination & Development:

• Lead project teams that may include archaeologists, architectural historians, field staff, GIS specialists, technical editors, and subcontractors.

• Assign work, establish expectations, monitor progress, review deliverables, and provide practical coaching to support quality and professional growth.

• Coordinate staff across offices and projects to maintain appropriate technical coverage, continuity, and efficient utilization.

• Support recruiting, interviewing, onboarding, and training activities based on project and regional staffing needs.

• Promote safe field operations, accountability, collaboration, ethical conduct, and respect for tribal sovereignty and cultural values.

Business Development & Growth Support:

• Identify follow-on work and new opportunities through ongoing client service, project delivery, and awareness of regional programs and procurement activity.

• Support capture planning, client meetings, teaming discussions, go/no-go decisions, and opportunity qualification.

• Lead or contribute to proposals, statements of qualifications, scopes of work, technical approaches, cost estimates, schedules, and interview preparation.

• Coordinate with company leadership and adjacent environmental disciplines to expand client relationships and support multidisciplinary pursuits.

• Maintain accurate project and opportunity information to support forecasting of backlog, staffing needs, and revenue.

Operations Support:

• Support regional workload planning, staff scheduling, project prioritization, and resource coordination for the Great Basin cultural resources practice.

• Apply consistent project management, quality control, health and safety, records management, and regulatory compliance practices.

• Provide leadership with timely information regarding project performance, staffing constraints, client issues, and operational risks.

• Participate in internal planning, lessons learned, process improvement, and coordination with other company offices and technical disciplines.

Requirements

 Qualifications:

• Bachelor's degree in Archaeology, Anthropology, History, Cultural Resource Management, or a closely related field; a master's degree is preferred.

• A minimum of 4 years of progressively responsible cultural resource experience, including project coordination or project management responsibilities.

• Demonstrated experience managing cultural resource project scopes, schedules, budgets, staff, subconsultants, risks, and deliverables.

• Strong knowledge of Section 106, NEPA, ARPA, NRHP criteria, and applicable regional cultural resource requirements.

• Experience coordinating archaeological fieldwork, analysis, reporting, and regulatory review.

• Experience communicating with clients, agencies, tribes, technical staff, field personnel, and teaming partners.

• Demonstrated ability to prepare or contribute to scopes, fee estimates, proposals, technical reports, and client presentations.

• Strong written, organizational, problem-solving, and interpersonal skills, with the ability to manage competing priorities and deadlines.

• Proficiency with standard office, scheduling, project management, and financial tracking tools.

• Ability to travel to client meetings and project sites throughout Nevada and Utah and to support projects elsewhere, as needed.

Preferred Skills:

• Ability to meet the Secretary of the Interior's Professional Qualification Standards in Archaeology, History, and/or Architectural History.

• Experience working directly under Principal Investigator oversight.

• Established client, agency, tribal, or teaming relationships in Nevada, Utah, or the broader Great Basin.

• Experience supporting federal agencies, military installations, transportation agencies, utilities, energy developers, or environmental consulting programs.

• Familiarity with regional State Historic Preservation Office processes, archaeological permitting, and state-specific cultural resource requirements.

• Experience with indefinite-delivery contracts, task orders, on-call programs, or multidisciplinary environmental projects.
