Senior Manager (Engagement & Programme) M3

[What the role is]

The Senior Manager (M3 Engagement & Programmes) leads the ground-level implementation of the M³ framework within the GRC, driving last-mile outreach and service delivery to the local Malay-Muslim community. As the key liaison between PA, M³ agencies (MUIS and Mendaki), and community partners, the role exercises independent judgement in translating M³ national priorities into meaningful ground-level action. Through sustained community engagement and inter-agency collaboration, the role contributes to PA's mission of building a caring and united Singapore.

[What you will be working on]

• Oversee M³@Town committee meetings, manage secretariat functions, and provide regular progress updates to the GCD's Office and the Inter-Ethnic Engagement (IEE) Section to ensure alignment with M³ objectives and timely reporting.

 

• Support Grassroots Advisers, the Chairman, and committee members in planning and implementing programmes across all five M³ Focus Areas, exercising independent judgement to ensureinitiatives are contextually relevant and responsive to the evolving needs of the local Malay-Muslim community.

 

• Liaise with the M³ Ethnic Coordination Office (ECO) and drive cross-sector collaboration among a broad network of M³ stakeholders comprising M³ agencies, Malay-Muslim Organisations (MMOs), mosques, Social Service Offices (SSOs), Family Service Centres (FSCs), Grassroots Organisations, and community partners, to ensure coherent and coordinated programme delivery on the ground.

 

• Develop and implement a volunteer recruitment and capability-building strategy for M³@Town, identifying and inducting Malay-Muslim volunteers and professionals, and designing structured training programmes to strengthen ground capacity and sustain a pipeline of engaged community contributors.

• Lead targeted outreach efforts to Malay-Muslim families within the GRC, including overseeing the implementation of Project Dian engagement with rental block residents, to deepen community reach and support vulnerable households.

• Establish and maintain a town-level database on programmes, outreach efforts, and volunteer recruitment, and translate data insights into actionable recommendations that strengthen programme planning  and inform reporting to the IEE Section.

• Represent the M³@Town programme at PA operations and major community events at the town level, contributing ground-level perspectives to support whole-of-PA objectives.

[What we are looking for]

·       Experience: At least 3 years of experience in community engagement, grassroots work, or a related field; prior experience working with or within the Malay-Muslim community is an advantage.

 

·       Skills (Must-have):

-      Strong stakeholder engagement and relationship management skills, with the ability to work across government agencies, community organisations, and volunteers.

 

-      Good programme planning and coordination skills, with the ability to manage multiple concurrent initiatives.

-      Strong written and verbal communication skills in English; proficiency in Malay is required to effectively engage Malay-Muslim residents and community partners.

-      Ability to work independently and exercise sound judgement in a dynamic community environment.

·       Skills (Good-to-have):

-      Familiarity with the M³ framework and the Malay-Muslim community landscape in Singapore.

 

-      Experience working in a constituency office or community setting.

 

-      Data management and basic analytical skills to support programme tracking and reporting.
