About the Position: 

The Bureau of Motor Vehicles seeks a detail-oriented and motivated professional to join our team as a Motor Vehicle Title Examiner. In this critical role, you will be responsible for reviewing and processing motor vehicle title applications, verifying ownership documentation, and issuing or rejecting title certificates by Maine laws and BMV policies. Your work will involve assessing various documents, including court documents, out-of-state assignments, and repossessions, to ensure compliance and prevent fraud. This is a high-volume, fast-paced environment where accuracy and integrity are essential. As a key member of our team, you will support the Bureau's mission by helping to ensure the accuracy, legality, and trustworthiness of Maine's vehicle title records.

In this role, you will: 

  • Ensure compliance with State policies, including human resource and information security protocols governing confidentiality and proper use of state information systems.
  • Critically review electronic information system input/output; identify and report on data entry and output quality control standards.
  • Examine motor vehicle title applications and related documents (liens, ownership chain, vehicle/odometer data, and signatures) to verify ownership and regulatory compliance.
  • Verify, post, reconcile, and update standard documents and financial transactions.
  • Prepare summary reports and trend analyses; research and analyze complex information to support conclusions and recommendations.
  • Present information to individuals and groups; recommend operational improvements.
  • Maintain and service issued materials; determine and requisition needed inventory and supplies.

Preference will be given to candidates who bring digital fluency and a process-improvement mindset: 

Comfort learning and adopting new technologies, experience streamlining or digitizing paper-based work, clear written communication, curiosity about emerging workplace tools, and the judgment to evaluate and verify their output before relying on it. 

  • Knowledge of principles, practices, and equipment used in quality control of data input and output.
  • Knowledge of laws, regulations, and practices related to motor vehicle title ownership and processing.
  • Ability to conduct research, gather and analyze information, and draw accurate conclusions.
  • Ability to oversee and maintain inventory and supplies.
  • Ability to review input and output from electronic information systems and develop/implement data quality control standards.
  • Ability to examine motor vehicle title applications and related documents (e.g., liens, chain of ownership, vehicle and odometer information, signatures) to determine ownership and compliance.
  • Ability to write clear, comprehensive reports and analyses.
  • Ability to develop and recommend new work methods, administrative procedures, and operational improvements.
  • Ability to understand and promote management goals and integrate them into day-to-day operations.

Minimum Qualifications: 

(Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience.)

Training, education, or experience in office and administrative support work that demonstrates 1) competency in applying a proficient knowledge of modern office practices to perform advanced administrative support tasks requiring specialized skills, and 2) the ability to use independent judgment, initiative, and discretion to make determinations on varied matters. All positions in this classification assume the qualifications of: Office Assistant I, Office Assistant II, Office Associate I and Office Associate II.

The successful candidate must pass a National Criminal Background check, which may include fingerprinting.
