Modern Technology Solutions, Inc. (MTSI) is seeking a visionary SEIT Lead and On-site Supervisor to drive Systems Engineering, Integration, and Test (SEIT) initiatives for the United States Space Force (USSF) . In this pivotal role, you will lead the development, sustainment, and evolution of critical Space Domain Awareness (SDA) systems. Serving as part of a premier innovation force, you will seamlessly bridge legacy mission architectures with next-generation capabilities—ensuring continuous operational dominance and tactical decision advantage in the space domain. Core Responsibilities: Primary Customer Interface: Serve as the frontline technical advisor and principal liaison between the SEIT team and Government Customers. Frequently decipher, contextualize, and map high-level military intent and shifting command priorities directly into executable technical tasks for the engineering team. Technical Leadership & Team Alignment: Mentor and direct the overall execution of SEIT efforts across the portfolio. Ensure all contractor engineers clearly understand their distinct technical scopes, deliverable expectations, and milestone dependencies to maintain schedule discipline and prevent scope creep. Provide expert advisory and technical guidance to Command leadership, project managers, and cross-functional engineering teams. Technical Event & Milestone Management: Oversee the team’s preparation for, and participation in, high-consequence technical events. Ensure all technical briefings, trade studies, and architecture recommendations are rigorously vetted to deliver objective, data-driven insights to USSF decision-makers. Mission Success Safeguarding: Act as an independent technical advisor to verify that integrated Space Domain Awareness (SDA) solutions are inherently resilient, cost-effective, and fully capable of providing warfighters with an uncompromised decision advantage. System Integration: Lead the seamless integration of legacy space mission systems with next-generation SDA command-and-control (C2) frameworks, infrastructure, sensor networks (radar, optical, passive RF), and cloud/digital architectures. Requirements & Baseline Management: Manage the end-to-end engineering baseline, including requirement elicitation, decomposition, allocation, and traceability using Digital Engineering tools. Identify and mitigate technical debt across integrated product teams. Test & Evaluation (T&E) Orchestration: Formulate, review, and execute comprehensive system test plans, procedures, and validation matrices. Oversee acceptance testing to verify compliance with strict operational timelines and relevant governance frameworks. Risk & Lifecycle Management: Identify, assess, and manage mission and program risks, dependencies, and technical opportunities. Coordinate horizontal and vertical communication pathways to streamline program execution. Stakeholder Coordination & Priority Shielding: Act as the primary technical liaison and interface between MTSI, prime defense contractors, satellite operators, and military officials. Provide early risk indicators to government leadership, shielding the technical team from conflicting directives and enabling them to focus exclusively on execution-critical milestones. On-site Supervisor: Serve as the primary on-site supervisor for MTSI personnel. You will ensure technical excellence, manage a team of up to 12 full-time equivalents (FTEs), and maintain strict compliance with federal contracting regulations. Personnel Management: Serve as the On-Site Supervisor for the MTSI team, managing up to 12 FTE direct and indirect reports. Talent Onboarding: Facilitate the seamless onboarding, integration, and orientation of new MTSI team members to optimize readiness and performance. Performance & Compensation: Partner closely with the MTSI Program Manager to deliver formal performance feedback, conduct annual reviews, and contribute to compensation evaluations. Regulatory Enforcement: Enforce strict organizational and team compliance with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) standards. Qualifications Required: Overall Experience: 20+ years of relevant systems engineering work experience. Defense & Intelligence Sector: 15+ years of DoD and/or Intelligence Community (IC) experience. SETA / A&AS Operations: 12+ years of dedicated experience acting as a SETA or A&AS contractor. Management/Supervisor/Lead Duties: 8+ years’ experience of personnel management, talent acquisition and onboarding. Security Environments: Minimum of 2 years of experience working within Special Access Programs (SAP) and/or TS/SCI environments. Software Ecosystems: Demonstrated experience utilizing database and program management tools (e.g., DOORS, Access, Jira, Confluence, SQL). Executive Communication: Exceptional track record presenting and communicating complex technical data to government executives and senior military leadership. Leadership Culture: A strong willingness and ability to mentor and develop junior-to-mid level engineering colleagues. Desired: Cloud Platforms: Familiarity with commercial cloud computing platforms (AWS, Azure, and Google Cloud). Architecture: Experience with UML/SysML modeling languages and DoDAF/UAF frameworks. Cyber & Software Security: Familiarity with cybersecurity application requirements and secure software implementation. Testing & Delivery: Solid understanding of software testing strategies and familiarity with DevSecOps Continuous Integration/Continuous Delivery (CI/CD) pipelines executing in parallel workflows. Agile Architectures: Knowledge of modern cloud architectures, space communications, and agile development methodologies. Education & Certification Requirements: B.S. in engineering, mathematics, physics, or a related scientific discipline ( Required ). M.S. in engineering, mathematics, physics, or a related scientific discipline ( Highly Desired ). Security Clearance Requirement Active Top Secret, SCI eligible (Must be a U.S. Citizen). Must possess immediate eligibility for access to SAP Information . Location & Travel Requirements Place of Work: Colorado Springs, CO area (Hybrid opportunity). Travel Scope: May require CONUS travel (5%) and OCONUS travel (15%). The pay range for this position in Colorado is $230,000/year to $280,000/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors.
