What this job involves: We are seeking an experienced Regional Operational Technology (OT) Manager to join our team, supporting our global Financial Services client. The successful candidate will implement intelligent and sustainable facility solutions across their assigned region (APAC or Americas/LATAM), managing operational technology and cyber security initiatives while ensuring alignment with global strategies and standards established by the Global Director. This role combines strategic regional leadership with hands-on technical execution, focusing on bringing the OT Target Operating Model to life across diverse markets.

What your day-to-day will look like:

Target Operating Model Development & Implementation 

  • Support the Global Director in executing the Target Operating Model (TOM) designed in partnership with the client.

  • Develop regional frameworks, processes, documentation, and governance structures that enable the bank's TOM within JLL's delivery model.

  • Champion adoption and change management efforts with regional engineering and operations teams to embed the TOM into day-to-day operations.

  • Serve as the regional point of contact for OT technology and Building Control System (BCS) programs, ensuring delivery aligns with TOM requirements.

  • Lead strategic implementation of new OT capabilities, platforms, and standards as defined by the TOM.

OT Network Management

  • Manage the implementation and lifecycle of operational technology networks across regional smart building environments in accordance with TOM architecture.

  • Implement OT network standards, segmentation strategies, and secure integration with IT systems as established by global policies.

  • Execute monitoring, assurance, and resilience measures to ensure regional OT network availability, performance, and cybersecurity compliance.

  • Lead regional incident response and remediation activities for OT networks, coordinating with the Global Director as needed.

Technical Execution & Standards 

  • Ensure OT infrastructure and cyber security controls are implemented for Building Management Systems (BMS), Electrical Power Monitoring Systems (EPMS), Data Centre Infrastructure Management (DCIM), and Supervisory Control and Data Acquisition (SCADA) systems across regional facilities.

  • Deploy OT security measures including network segmentation, access control implementation, and patch management strategies in accordance with IEC 62443 standards, ensuring sites maintain required Security Levels (SL).

  • Provide hands-on technical support and engineering oversight across regional sites, leading delivery where regional resources are limited.

  • Execute decisions from the Global Director for changes, new devices, and remediation projects.

  • Deploy innovation, best practices, playbooks, and standards as defined by global leadership.

  • Influence and collaborate with regional engineering teams to drive OT excellence.

Security & Compliance 

  • Monitor regional emerging threats and conduct vulnerability assessments, ensuring remediation within established timelines.

  • Ensure compliance with applicable regional regulatory frameworks and standards including IEC 62443, NIST CSF, NIST SP 800-82, NIS2, DORA, ISO/IEC 27001, CIS Controls, local building codes (IBC, NFPA, ASHRAE), data privacy regulations (PDPA, PDPO), critical infrastructure protection requirements (NERC CIP), and regional energy efficiency standards.

  • Ensure application of appropriate local regulations while maintaining alignment with the TOM and IEC 62443 compliance requirements.

  • Embed practical security controls into regional OT engineering practice including patch management, system hardening, access management, and backup/recovery procedures.

  • Maintain OT audit register and compliance documentation to support security assessments and regulatory requirements.

  • Stay informed about industry changes and advancements, sharing insights with global leadership and leveraging JLLT and other internal platforms.

Performance & Stakeholder Management 

  • Monitor and report on regional Key Performance Indicators (KPIs) to support global tracking and performance optimization.

  • Build strong relationships and collaborate with regional internal and external stakeholders.

  • Own regional BCS and Operational Technology (OT) KPIs and report progress to the Global Director.

  • Coordinate regional meetings with local client stakeholders and project sponsors.

  • Provide regular progress reports to the Global Director and regional leadership teams.

Training & Capability Development 

  • Drive security culture development and deliver comprehensive OT security training programs across the region.

  • Develop regional training strategies and capability frameworks to uplift engineering team competencies in OT security practices, standards, and governance aligned with TOM requirements.

  • Deliver hands-on technical training and mentorship to regional engineering and operations teams.

Vendor & Supply Chain Coordination 

  • Act as subject matter expert for OT systems and services, providing technical expertise to support existing vendor management processes and pathways.

  • Support vendor assessment processes and monitor ongoing security and quality compliance.

  • Collaborate with procurement and contract management teams on regional supplier performance.

  • Ensure vendors deliver to global standards and TOM requirements through technical oversight and structured OT change control processes.

 

Required Skills and Experience:

Education & Experience

  • Bachelor's degree in Engineering, Computer Science, Information Technology, or related field.

  • 8-10+ years of experience in operational technology environments with demonstrable cyber security expertise.

  • Proven background in building automation systems (BMS/SCADA/DCIM) combined with OT security implementation and risk management across multiple countries/markets, preferably with financial services clients.

  • 5+ years working within the assigned region.

  • Demonstrated experience delivering hands-on technical work alongside strategic leadership.

  • Experience with OT lifecycle management including upgrades, migrations, and platform refreshes.

  • Experience supporting or implementing operating model transformations in complex organisations.

Technical Expertise 

  • Expert knowledge of OT infrastructure and cyber security architecture in enterprise environments.

  • Deep knowledge of building automation systems including BMS, EPMS, DCIM, and SCADA systems with strong hands-on background in industrial controls engineering and troubleshooting.

  • Deep understanding of OT network security, segmentation, and regulatory compliance.

  • Proficiency with cyber security frameworks (IEC 62443, NIST CSF, NIST SP 800-82, ISO/IEC 27001, NIS2, DORA) and financial services regulations.

  • Working knowledge of OT communications and integration protocols (e.g., BACnet, Modbus, OPC, LonWorks, MQTT) and smart building data ontologies (e.g., Brick, Haystack).

  • Understanding of IoT integration, smart building technologies, and IT/OT convergence within highly regulated environments.

Professional Skills 

  • Strong stakeholder management and influencing skills.

  • Excellent communication skills with ability to work across cultures and time zones.

  • Ability to translate global strategies and operating models into regional execution, including change management and adoption leadership.

  • Understanding of financial services business operations and requirements.

  • Comfortable balancing strategic leadership responsibilities with hands-on technical work.

Certifications (Preferred) 

  • Professional cyber security certification (CISSP, CISM, CISA, or equivalent).

  • Building automation or facility management certification • Vendor platform training/certifications (Trend / Siemens / Schneider / Honeywell / Tridium Niagara).

  • Regional-specific certifications relevant to operational technology and compliance.
