Description

The Engineering Technician IV for Stormwater performs technical duties that involves performing inspections of minor infrastructure projects to include the construction of roads, stormwater drainage systems, and transportation elements to ensure compliance with construction and environmental standards, ordinances, and law. Conducts all necessary functions in relation to the following programs within the National Pollutant Discharge Elimination System (NPDES) permit including, but not limited to, Stormwater Infrastructure Data Collection, Stormwater Infrastructure Maintenance, Illicit Discharge and Elimination Program, Residential/Commercial Erosion and Sediment Control Program, and Citizen Drainage Response.

  • Full-time, field position and requires frequent travel throughout Citrus County. Scheduled days are Monday through Friday, 8:00 AM to 5:00 PM.
  • Drives and/or operates a county vehicle or equipment and must obey all safety policies, and roadway rules and laws. 
  • Reviews engineering construction plans and associated design calculations for infrastructure projects.
  • Inspects minor and major County construction projects to ensure conformity with construction plans and adherence to applicable regulations and specifications.
  • Reviews construction plans and documents, makes recommendations for appropriate changes in area of non-compliance, conflicts, and time/cost savings after conducting field inspections.  
  • Performs driveway permitting/inspections.
  • Performs FFE Affidavit/waiver inspections and application reviews.
  • Measures and confirms all pay items, reviews material list data for conformance, maintains daily construction logs, produces inspection reports and reviews pay applications and test data.
  • Maintains accurate files and records systems in paper and electronic format.
  • Inspects and prepares corrective action plan/report on citizen complaints in relation to any stormwater concerns and records all pertinent information in accordance with our NPDES program.
  • Performs construction site investigations, maintains daily construction log reports. Collects and maintains material tickets, and data associated with Federal Highway Administration and Local Agency Program projects when applicable.  
  • Performs data collection tasks including, but not limited to, survey field data collection, traffic data collection, asset inventory, and other data collection, as needed. 
  • Inputs data into various software programs to update and maintain county asset information.
  • May be asked to assist with various stormwater reviews when needed.
  • Addresses timely questions by phone, email or in person.
  • Attends staff conferences, professional meetings, and other events. 
  • Composes with proper format routine and specialized reports, forms, and business letters. 
  • Performs other duties as required. 
Education, Training, and Experience
  • High School/GED, vocational technical degree, or specialized training that is equivalent to satisfactory completion of High School. 
  • Five (5) years of experience in the field of Civil Engineering with specific experience in road and/or drainage construction, or equivalent experience. 

Licenses and Certifications
  • Valid Florida Driver License or must obtain within 30 days of establishing residency in Florida.
  • Must have or be able to obtain within 60 days, Stormwater Management Inspector certification from Florida Department of Environmental Protection.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses: 
    • IS-100.c: Introduction to the Incident Command System (ICS) 
    • IS-700.b: An Introduction to the National Incident Management System 

Skills and Abilities
  • Ability to use basic algebra involving variables and formulas, basic geometry involving plane and solid figures, circumferences, areas, and volumes, and computing percentages, ratios, and proportions. 
  • Ability to perform computations such as slopes, grades, etc. related to roadway and drainage, design, and construction. 
  • Requires reading technical instructions, procedure manuals, and charts to solve practical problems, or in drawing and layout work. 
  • Ability to compose with proper format routine and specialized reports, forms, and business letters. 
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar. 
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public. 
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.), and Electronic Data Transfer.
  • Working knowledge of Esri Programs (GIS) is preferred .

Physical Requirements/Work Environment
  • Requires a combination of sitting, standing, and walking.
  • The job involves frequent lifting and carrying up to 10 pounds, and occasionally up to 20 pounds.
  • The job requires occasional bending, squatting, kneeling, balancing, and twisting.
  • The job requires the completion of tasks that involve typing, operating foot controls/levers, driving automotive equipment, simple grasping, pushing, and pulling.
  • The job requires normal visual acuity and field of vision, depth perception and color vision, hearing, and speaking.
  • The job may risk exposure to moving machinery, fumes and gases, and extreme noise.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.
