Head, Infrastructure and Operation

The Head, Infrastructure and Operation is responsible for defining, leading and continuously enhancing the Authority's enterprise technology infrastructure, operational platforms, cloud services, infrastructure cybersecurity operations, audio visual service delivery, and technology service management capabilities. 

The role provides strategic leadership and operational accountability across the Authority's technology infrastructure landscape, ensuring technology platforms are cybersecure, resilient, scalable, cost-effective and future ready to support the Authority's business, venue, corporate and district-wide operations. 

Working closely with business stakeholders, project teams, technology partners and service providers, this role establishes and maintains the technology infrastructure, operational standards, governance compliance, resilience capabilities and service management practices required to support the planning, design, construction and operation of WKCD IT facilities and services. 

The role is accountable for supporting the Enterprise Architecture team on establishing technology infrastructure strategy, operational excellence, cybersecurity resilience, vendor governance, technology lifecycle management and IT service delivery performance, ensuring that infrastructure services remain aligned with the Authority's business objectives, technology roadmap and long-term development strategy. 

 

You will be responsible for:

Technology Infrastructure Strategy and Governance 

• developing and executing the Authority's infrastructure and technology operations strategy, roadmap, architecture principles, standards and governance framework; 
• leading the planning, design, implementation, operation and continual improvement of enterprise technology infrastructure, including campus and venue networks; telecommunications and unified communications; data centre and cloud platforms; identity and access management services; infrastructure applications and shared technology services; and technology infrastructure supporting venue, operational and district-wide services; 
• establishing and maintaining technology standards, operational policies, service governance frameworks and lifecycle management processes to ensure secure, efficient and sustainable operations; and
• providing strategic advice and recommendations to senior management on infrastructure strategy, technology investment, operational risks, resilience and emerging technologies. 

Infrastructure and Technology Operations 

• overseeing the day-to-day operation of the Authority's infrastructure environment, ensuring high levels of service availability, reliability, performance and operational efficiency; 
• managing hybrid infrastructure environments, including on-premises, private cloud and public cloud services, ensuring appropriate governance, performance, cybersecurity and cost optimization; 
• leading infrastructure modernisation initiatives, including technology refresh, automation, cloud adoption, standardisation and operational improvement programmes; 
• driving the adoption of infrastructure automation, proactive monitoring, observability and analytics to improve service quality and operational effectiveness; and
• overseeing capacity management, performance monitoring and technology lifecycle planning to ensure infrastructure services support current and future business requirements. 

Cybersecurity Operations and Operational Resilience 

• leading infrastructure cybersecurity tools delivery and operations, ensuring appropriate controls are implemented to protect systems, services, information assets and technology platforms against cybersecurity threats; 
• overseeing vulnerability management, infrastructure hardening, cybersecurity monitoring, privileged access management and incident response coordination in collaboration with relevant cybersecurity functions; 
• ensuring disaster recovery, backup, business continuity and service recovery capabilities are established, maintained and regularly tested; 
• leading operational resilience initiatives and ensuring critical infrastructure services meet recovery objectives and business continuity requirements; and 
• maintaining oversight of infrastructure-related risks, audit findings, compliance obligations and remediation activities. 

Service Delivery and Operational Excellence 

• establishing, monitoring and continuously improving service management processes, operational procedures, service levels and performance metrics; 
• ensuring infrastructure services are delivered in accordance with agreed service level targets, cybersecurity requirements, operational standards and business expectations; 
• leading major incident management and post-incident reviews to identify root causes and drive service improvements; 
• ensuring technology services are operationally ready before production deployment through effective service transition, documentation, monitoring and support arrangements; and 
• driving continuous improvement programmes to improve reliability, customer experience, operational efficiency and service quality. 

Financial, Procurement and Vendor Management 

• developing and managing infrastructure and operations budgets, including capital expenditure and operational expenditure planning; 
• leading procurement, tendering, evaluation and contract management activities relating to infrastructure, cloud, telecommunications, cybersecurity and managed services; 
• establishing effective vendor governance mechanisms to ensure suppliers meet contractual, operational, cybersecurity and performance obligations; 
• driving technology cost optimisation, asset lifecycle management and value-for-money initiatives across the infrastructure portfolio; and 
• developing and maintaining strategic relationships with technology partners, service providers and industry stakeholders. 

Leadership and People Management 

• building, leading and developing a high-performing infrastructure and technology operations team;
• fostering a culture of service excellence, accountability, innovation, collaboration and continuous improvement; 
• leading workforce planning, succession planning, capability development and knowledge management activities to ensure long-term organisational capability; 
• monitoring industry developments, emerging technologies, keeping abreast of comparable statutory bodies’ infrastructure development references and best practices, recommending innovations and improvements where appropriate; and 
• performing any other duties from time to time as reasonably assigned by the Authority. 

 

You should:

• possess a recognised university degree in Information Technology, Computer Science, Engineering, Information Systems or a related discipline. A postgraduate qualification is an advantage. Master’s degree on relevant discipline is a big plus; 
• have at least 15 years of relevant IT experience, including substantial experience in senior infrastructure, operations or technology leadership role within a large and complex organisation, including governmental or statutory bodies;  
• demonstrate proven experience leading enterprise-scale infrastructure, cloud services, technology operations and service delivery functions, preferably for mission-critical operations, venue technologies, large-scale public facilities, property developments, cultural institutions, transport, hospitality or similar operational environments; 
• have strong experience in technology strategy formulation, infrastructure architecture, operational governance and technology transformation;
• possess sound knowledge of hybrid cloud platforms; enterprise networking and telecommunications; infrastructure architecture and operations; identity and access management; cybersecurity principles and controls; disaster recovery and business continuity; Audio Visual service delivery and operations; and IT Service Management frameworks;
• demonstrate successful delivery of major infrastructure, cloud migration, operational transformation or technology modernisation initiatives;
• possess strong financial management, procurement, contract negotiation and vendor governance experience;
• demonstrate excellent leadership, stakeholder engagement, communication and influencing skills;
• have proven experience building, developing and managing multidisciplinary technical teams. 
• be proficient in written and spoken English and Chinese;
• preferably have professional certifications in IT infrastructure, networking, systems administration, or cloud technologies, such as CCNA, CCNP, MCTS, MCSA, MCSE, Microsoft Azure, AWS, or equivalent qualifications; and
• preferably have recognized governance, service management, project delivery, or agile certifications, such as ITIL, COBIT, PMP, PMI-ACP, Agile PM, PRINCE2, or equivalent.
