JOB DESCRIPTION:
Job Summary:
Provides strategic and operational leadership for integrated behavioral health services across the organization, ensuring high-quality, compliant, and person-centered care. Responsible for overseeing program performance, service delivery, regulatory compliance, budgeting, workforce leadership, quality improvement, and the integration of mental health, substance use disorder, physical health, housing, employment, and other support services. Partners with organizational leaders to drive best practices, improve outcomes, maximize resources, support program growth, and advance the organization's strategic goals.
Essential Job Functions:
- Work in conjunction with service leadership throughout the system to maximize quality care and best practices through facilitation of an integrated approach to treatment improving access to physical healthcare, psychiatric care, employment, education, housing, etc.
- In collaboration with the Grants Department and Management explore and pursue alternate funding opportunities and new program initiatives weighing each opportunity for value-add to persons served, and the system as a whole, as well as return on investment.
- Ensure file reviews at each site are completed on a quarterly basis and noted trends are being addressed through an action plan.
- Establish census benchmarks for each program providing support and oversight to Directors in meeting target(s).
- Under direction of Chief Compliance Officer collaborate with assigned departments providing direction for all incident/investigation/litigation processes.
- Develop and implement goals, objectives, and policies/procedures to assure best practices in service delivery.
- In conjunction with HR, is responsible for overseeing and ensuring successful execution regarding the supervision of personnel to include, but not limited to: interviewing and hiring, retention, routine staff supervision, and counseling/disciplinary
- action.
- Development of individualized training plans for direct reports and ensure compliance with training requirements for all program associates.
- Directs the development and implementation of various programs ensuring compliance with all applicable laws, regulations, accreditation, policies/procedures and corporate compliance.
- Develop budgets and adhere to established budgets meeting qualified personnel requirements to best allocate resources to increase effectiveness and efficiency of program operations.
- Maximize revenue
- Realize optimal resource management with staffing patterns
- Maximize efficiencies operating within budgeted expense
- Provide oversight to Director(s) on development of performance/outcome indicators and verify that corrective action is taking place when thresholds are not met.
- Respond to strengths or weaknesses identified through self-assessment and external mechanisms that impact the quality of the department’s performance and develop/monitor actions to strengthen the agency.
- Provide effective direction and assistance to Directors in preparation for annual billing audits, site visits, conference.
- Review on a semi-annual basis referral survey results and address noted trends.
- Review on a quarterly basis client satisfaction surveys and address noted trends
- Ensure that complaints and grievances are addressed in a timely, appropriate manner.
- Attend and participate in professional work groups to stay abreast of new trends and innovations.
- Communicate the strategic direction of the organization and encourage participation by all associates.
- Facilitate an atmosphere of open communication with the staff through regularly scheduled staff meetings and frequent interaction with key personnel, maintain transparent communication throughout the organization.
- Establish & maintain sound working relationships representing organizational programs and the system points of interest to outside entities and the general public.
- Ensure that Executive Leadership is consistently informed of overall program performance/program operations.
- Promptly communicate key events/incidents to Executive Leadership.
- Respond to requests for information and complete program reports in a timely manner.
- Demonstrate interest in long term and short term goals and objectives of the company.
- Other duties as assigned by the Executive Team members.
Knowledge, Skills, and Abilities:
- Knowledge of federal and state regulations pertaining to healthcare industry.
- Expert knowledge in the treatment of Mental Health and Substance Use Disorder treatment:
- Familiarity with best practices and evidence based treatment methods, principles and techniques and ability to lead implementation of such practices.
- Understanding of legal requirements and court procedures related to Confidentiality: HIPAA & 42 CFR Part 2
- Supervisory and training skills specific to program operations and service delivery
- Aptitude to develop, coordinate, and evaluate services utilizing a results driven approach.
- Multi-task oriented with the ability to work well with changing priorities coupled with time constraints.
- Capacity to influence and manage change in a positive and collaborative manner
- Strong interpersonal and analytical skills with the ability to communicate ideas clearly and effectively to produce clear and concise reports.
- Proficient in common word processing, spreadsheet, database, and web based applications.
- Ability to work with information in a confidential manner.
Experience and Education Qualifications:
- A counselor, psychologist, or physician licensed in Missouri who has at least one (1) year professional experience in the treatment or rehabilitation of substance use disorder treatment; AND at least one (1) year of supervisory experience in substance use disorder treatment setting; OR
- A graduate of an accredited college or university with a Master’s Degree in social work, counseling, psychology, psychiatric nursing or closely related field, who has at least two (1) year of progressively responsible supervisory experience in Mental Health and/or Substance Use Disorder treatment; OR
- A graduate of an accredited college or university with a Bachelor’s Degree in social work, counseling, psychology, psychiatric nursing or closely related field, who has at least two (2) years of progressively responsible supervisory experience in Mental Health and/or Substance Use Disorder treatment; OR
- Alcohol, drug or substance abuse counselor certified by the Missouri Credentialing Board, Inc. who has at least three (3) years of progressively responsible supervisory experience in Mental Health and/or Substance Use Disorder treatment.
Supervisory Requirements:
Communicate the strategic direction of the organization and encourage participation by all team members.
Provide leadership and guidance to all aspects of the department.
Take an active role in monitoring the identification, development, and execution of strategic objectives.
Involve, as appropriate, all team members to achieve goals.
Effectively communicate to team members any changes and newsworthy events within the department or company.
Handle difficult team member situations directly, using appropriate discretion and Human Resource advice to show respect for the individual
Champion change and effectively manage the implementation of new ideas.
Reinforces team approach throughout functions; support and solicit input from team members at all levels within the company.
Employment Requirements:
Successful completion of background check including criminal record, driving record, abuse/neglect and fingerprint check.
Completion of New Hire Orientation at the beginning of employment.
All training requirements including Relias at the beginning of employment and annually thereafter.
Current driver’s license, acceptable driving record and current auto insurance.
