Description
The purpose of this position is to lead and manage the Facility Management team to provide a safe, clean, healthy work environment for Gila County elected officials, employees and the general public while taking fiscal, safety and environmental responsibility.
This position sets strategic goals and operation priorities for facility management, captial planning, and land management County-wide, and leads the planning, design, delivery, and contract administration of major captial construction and renovation projects. It maintains regular communication with the Board of Supervisors, County leadership and regulatory partners, and ensures alignment with County-wide stratetic objectstives and applicable safety, regulatory, and enviornmental requirements.
SUPERVISORY RESPONSIBILITIES | ||
Regularly assigns work to other employees and supervises related activities. Makes final decisions on hiring employees; scheduling work hours of employees; evaluating performance of employees; handling employee grievances; employee training; granting time off; employee promotions; employee coaching; managing assistants and managing supervisors. Provides recommendations on employee salary increases; employee disciplinary actions and discharging employees. | ||

BUDGET RESPONSIBILITIES |
This position reviews, approves for submission and presents department level budget along with a 5-year outlook. |
PROJECT RESPONSIBILITIES |
Initiates, communicates, reviews, approves project resources and communicates results of process improvement projects (most effective building design), technology projects (water conservation, solar energy) and capital development projects (new build based on capital and bond monies). Provides project resource allocation based on pre-approved resources for projects involving employee training and development. |

MINIMUM EDUCATION REQUIRED |
Bachelor’s Degree in Construction Management or related field; or equivalent combination of education, training, and experience. |
MINIMUM YEARS OF DIRECTLY RELATED EXPERIENCE REQUIRED |
Five (5) or more years of progressively responsible experience in facilities management, capital construction, or infrastructure operations, which may include a minimum of two (2) years in a supervisory or leadership role; or equivalent combination of education, training and experience. |
PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED |
A professional certification such as Certified Facility Manager (CFM), Facilities Management Professional (FMP), Certified Construction Manager (CCM), Project Management Professional (PMP), Certified Public Manager (CPM), or a similar credential in facilities management, capital project management, or public-sector leadership is preferred. Must possess and maintain a valid Driver’s License. |
KNOWLEDGE REQUIRED |
Working knowledge of areas such as building and construction; administration and management; heating, ventilation and air conditioning (HVAC); electrical systems; building codes and applicable Federal, State and Local laws and regulations; and public recreation or community-use facility operations. Familiarity with occupational health and safety principles and regulatory compliance; capital project planning, delivery or contract/procurement administration; preventive and asset lifecycle maintenance planning across multi-site facilities and land assets; and public-sector risk management or environmental considerations related to facility and land-based operations. General understanding of strategic and long-range planning principles, performance metrics or key performance indicators for facilities and capital programs, and structured problem-solving methods for resolving operational, budget or project challenges. |
SKILLS REQUIRED |
Skill in providing leadership and direction to supervisors, professional staff and contracted service providers, such as administering service contracts, evaluating contractor performance, or aligning operational priorities with budget and risk management objectives. Skill in coordinating strategic maintenance and workforce initiatives across multi-site facilities and land assets, such as building effective working relationships with regulatory agencies, advisory committees, community partners or County leadership. Incumbents in this position routinely perform work in and around construction/maintenance work sites and maintenance and carpentry shops; standing, walking, driving, and lifting up to 75 pounds is involved. |
