Purpose of Job
Perform advanced technical, administrative, and supervisory work overseeing the city’s network infrastructure, enterprise systems, cybersecurity operations, telecommunications, and technology services. 
 
Essential Job Duties
  1. Plan, coordinate, and oversee the development, deployment, and operation of citywide information technology systems, networks, and enterprise solutions.
  2. Oversee daily operations of IT services, including servers, telecommunications systems, network switches, firewalls, wireless access points, PCs, mobile devices, and networked printers.
  3. Oversee cybersecurity systems, monitoring, vulnerability mitigation, endpoint protection, backup systems, and network security operations to ensure compliance with applicable frameworks and regulatory standards relevant to municipal operations (e.g., CJIS, NIST, state-mandated requirements).
  4. Develop, recommend, and enforce IT policies, procedures, and standards to support secure, consistent, and efficient technology operations.
  5. Lead planning and implementation of network infrastructure upgrades, system modernization projects, cybersecurity improvements, and technology lifecycle replacements.
  6. Design, configure, maintain, and troubleshoot network infrastructure including switches, firewalls, wireless systems, VPN connectivity, and related network equipment.
  7. Supervise IT staff, including hiring, training, performance evaluation, workload prioritization, and professional development.
  8. Prepare and manage the department’s annual operating and capital budgets, including supporting narratives and forecasting future technology needs.
  9. Coordinate with department heads to evaluate, prioritize, and implement technology solutions that improve operational efficiency and service delivery.
  10. Oversee vendor relationships, contracts, service agreements, and procurement of IT hardware, software, and professional services.
  11. Oversee the city’s telecommunications and VoIP systems to ensure reliable, secure communication services across all city departments and facilities.
  12. Review and approve technology purchases, software licensing, and infrastructure expenditures in accordance with city purchasing policies.
  13. Direct disaster recovery planning, business continuity efforts, and backup procedures to ensure resilience of critical city systems.
  14. Provide technical recommendations and infrastructure planning support to city leadership and departments regarding network systems, cybersecurity, telecommunications, and technology operations.
  15. Coordinate IT support priorities, infrastructure maintenance schedules, and system support activities across city departments.
Other Job Duties
  1. Oversee citywide cybersecurity tools, monitoring, and endpoint protection systems. 
  2. Provide strategic oversight of the city’s Microsoft 365 environment, email tenant, cloud services, identity/access management systems, and related cybersecurity controls.
  3. Support digital transformation initiatives such as workflow automation, paperless processes, and remote work infrastructure.
  4. Assist with IT-related components of grant applications, audits, and compliance reporting.
  5. Ensure accurate documentation of IT systems, network architecture, and asset inventories.
  6. Perform other related work as required.
Primary Job Challenges
  1. Balancing long-term strategic technology planning with urgent operational and cybersecurity needs.
  2. Supporting a full-service municipality (including electric, gas, water, and wastewater utility operations) with diverse infrastructure and specialized systems.
  3. Maintaining secure and reliable services while adapting to evolving technology and regulatory requirements.
  4. Communicating complex technical concepts clearly to non-technical staff, leadership, and the public.
  5. Managing multiple projects, vendors, and competing departmental priorities with limited resources.
Equipment Operated
  1. Hardware, including but not limited to desktop PCs, laptops, servers, tablets, and smartphones.
  2. Audio/Visual equipment, including but not limited to cameras, microphones, sound systems, CCTV, projectors, etc., and associated software.
  3. Telecommunications equipment, including but not limited to phone systems, public access channel systems, etc. 
  4. Tools required for installation, maintenance, and troubleshooting of IT equipment.
  5. An automobile and/or truck.
Key Competencies Required
  1. Thorough knowledge of network infrastructure, routing, switching, wireless systems, firewalls, VPN technologies, and cybersecurity principles.
  2. Thorough knowledge of Microsoft 365, Windows operating systems, server environments, virtualization platforms, cloud-based systems, and enterprise technology infrastructure.
  3. Thorough knowledge of cybersecurity compliance frameworks (e.g., CJIS, NIST) applicable to municipal technology environments.
  4. Ability to design, implement, maintain, and troubleshoot complex network and systems infrastructure.
  5. Ability to monitor, analyze, and optimize network, server, and system performance to ensure reliability, security, and operational efficiency.
  6. Ability to administer enterprise systems, including backups, disaster recovery systems, identity and access management, telecommunications, and cloud services.
  7. Ability to evaluate hardware, software, and infrastructure solutions and make recommendations based on operational, security, and organizational needs.
  8. Ability to supervise technical staff and provide responsive technology support across city departments.
  9. Ability to manage multiple infrastructure projects, maintenance schedules, vendor coordination, and competing operational priorities.
  10. Ability to communicate technical concepts effectively to city leadership, department heads, vendors, and non-technical users.
  11. Ability to maintain accurate technical documentation, network diagrams, system inventories, and lifecycle replacement planning.
Physical Demands and Work Environment
  1. May be required to sit, stoop, climb, walk, bend, and lift equipment up to 50 lbs.   
  2. Work primarily occurs in an office setting but may include other environments for support or installations.
  3. Must be available to respond to IT emergencies after hours.
Qualifications
Education and Experience: Bachelor’s degree in information technology, computer science, or a related field and at least seven years of progressively responsible IT experience, including supervisory or management experience, is required; or any equivalent combination of education and experience that provides the required knowledge and abilities.
Required Certifications/Licenses: Certifications in Cisco, CompTIA, Microsoft, or cybersecurity preferred but not required. Must obtain Criminal Justice Information Systems (CJIS) compliance certification within three months of employment. 
Must possess a valid Class D driver's license issued by the State of Tennessee. Must pass a physical examination based on the essential functions of the job conducted by the city’s designated physician.  Must pass a background and credit check conducted by the City of Springfield’s designated representative.
