Description
Plans, supervises and directs building, electrical, mechanical, and plumbing inspections for code compliance. Checks building, electrical, mechanical, and plumbing permit applications. Answers questions and advises architects, mechanical engineers, contractors, builders, and the general public as to code requirements. Performs other duties as assigned.

- Supervises the inspection of trade activities to enforce equipment safety regulations and ensure compliance with State and City building, plumbing, mechanical and electrical codes and regulations.
- Reviews plans for code compliance. Performs mathematical calculations to determine compliance with code requirements.
- Meets, confers and advises architects, mechanical engineers, attorneys, contractors, builders and the general public regarding code compliance. Offers guidance and assistance in working out acceptable methods of installation to meet safety and code requirements.
- Responsible for ensuring all building, electrical, mechanical, and plumbing permit applications have the proper fee, license, signature, and other required information for processing and issuance.
- Supervises clerical staff, building, electrical, mechanical, plumbing and code enforcement inspectors and advises them on problem situations and assists in resolving conflicts and assigns work as required.
- Investigates and resolves complaints related to trades inspections and requirements. Represents Development Division in court proceedings relative to enforcement and applicable litigation.
- Prepares and maintains files and records using a management system to enter and gather data. Ensures all violations and violation notices are processed correctly per departmental policy.
- Assists in the preparation of the Development Division’s annual budget by providing information and data pertaining to trades and building monetary requirements. Monitors expenditures and revenues frequently in order to recommend policy or operating changes.
- Responsible for coordinating the building, electrical, mechanical, and plumbing Board of Appeals; processing appeal applications, maintaining board records, and ensuring board composition is in compliance with State requirements.
- Conducts or arranges classes on trades code and code changes. Participates in training and education programs for inspectors.
- Speaks at meetings and before groups, associations, and employees explaining code information. Represents the Building Inspection Division at block clubs, trade associations, and various non-profit organizations.
- Coordinates service provision and staffing with the Zoning Administrator.
- Coordinates and supervises the City’s emergency demolition program, ensuring compliance with all regulations and grant requirements.
- Two (2) years of full-time work experience as a Plumbing/Heating/Electrical or Building Inspector.
- At least two (2) years of supervisory experience.
- Extensive knowledge of modern construction practices, methods, materials and equipment as it relates to plumbing/mechanical/electrical/ building systems.
- Knowledge of statutes, ordinances, building, plumbing, electrical and mechanical codes.
- Ability to understand, interpret, and explain building, plumbing, mechanical, electrical State and Municipal regulations and purposes.
- Ability to supervise inspectors; assigning duties, prioritizing work and directing building/plumbing/mechanical/electrical activities.
- Ability to maintain cooperative working relationships with contractors, employees, and the general public.
- Ability to effectively communicate in writing and orally.
Possession of one of the following:
- State of Michigan Act 54 Building Inspector Registration.
- State of Michigan Act 54 Electrical Inspector Registration
- State of Michigan Act 54 Plumbing Inspector Registration & Mechanical Inspector Registration
- Possession of State of Michigan Act 54 Plan Reviewer Registration.
- Employees will be required to obtain the number of educational hours required by the State of Michigan Registration Act 54 for each three (3) year cycle for each of the disciplines noted above.
- Employees must be registered as a Building Official (Act 54) within ninety (90) days of appointment.
- Possession of a valid State of Michigan Driver’s License at the time of appointment.
