DEPARTMENT OF HEALTH & HUMAN SERVICES:

The mission of the Marin County Long-Term Care Ombudsman Program is to resolve problems and advocate for the rights of residents in long-term care facilities, with the goal of ensuring their dignity, quality of life, and quality of care. The roles and responsibilities of program staff and volunteers include making visits to licensed residential care communities and skilled nursing facilities to ensure residents, family members, and facility staff have access to Ombudsman services; helping resolve problems brought forth by or on behalf of residents; providing support for facility resident and family councils; and documenting the Ombudsman services provided daily, weekly, or monthly. The Ombudsman Support Service Worker I staff member provides a variety of support for program staff and volunteers such as downloading electronically faxed documents into the program database; entering all Activity Logs submitted by program staff and volunteers into the program database bi-monthly and monthly; tracking and reporting volunteer hours to the Marin County Health & Human Services Volunteer Program; maintaining program and staff and volunteer files as needed; updating facility and other lists in the program’s excel workbook; and managing phone intakes which includes providing callers information and assistance or forwarding calls to appropriate staff and volunteers.

This is a regular, half-time position (40 hours per bi-weekly pay period) located at 10 North San Pedro Road in San Rafael, California. The preferred work schedule is Monday through Friday from 8:00 a.m. to 12:00 p.m.; however, the program supervisor may approve alternative schedules. 
OUR HIGHLY QUALIFIED CANDIDATE

The ideal candidate for the Ombudsman Support Service Worker I position demonstrates strong organizational and administrative skills and brings proficiency in Microsoft Word, Excel, and Outlook. This individual shows close attention to detail, produces accurate, high-quality work, and is punctual and reliable in meeting attendance and task completion. The ideal candidate provides courteous, responsive, and professional customer service to clients, staff, and community partners, while demonstrating sensitivity to the needs of vulnerable adults. The successful individual maintains strict confidentiality when handling client information and adheres to all County and program requirements. In addition, the ideal candidate works well independently, demonstrates initiative in managing their workload, and contributes positively to a collaborative team environment.

QUALIFICATIONS
Knowledge of
  • The ethnic, economic, and social factors affecting residents and special populations of the community or clients served by Health and Human Services programs.
  • Major community resources including social, employment and health services.
  • Ethnic, economic and social barriers which inhibit residents from seeking and receiving services and methods of overcoming or lowering service providing barriers.
  • Acceptable household management and personal care standards such as basic nutrition, economical meal planning, money management and budgeting and personal health and hygiene standards, methods and practices.
  • Normal health needs of infants, children, adolescents, adults and aged persons.
  • Signs and symptoms requiring medical assistance.
  • Computer applications related to the work.
  • Standard office practices and procedures, including filing and the operation of standard office equipment.
Ability to
  • Quickly learn program rules, regulations, procedures and services.
  • Perform routine eligibility support tasks and standard office support work.
  • Develop the skill to recognize specific indications of need for various services.
  • Follow oral and written instructions.
  • Maintain accurate records and files.
  • Make accurate arithmetic calculations.
  • Prepare standard reports related to the work performed.
  • Establish and maintain effective working relationships with clients, children, representatives of the community served, employees of County departments and other agencies and the public.
MINIMUM QUALIFICATIONS

Two years of experience in a health, social service or community organization that has included some direct client contact with a varied population, plus successful completion of six (6) semester units from a recognized college or university in health science, behavioral science, and/or social welfare. College-level education in a field as listed above may be substituted for the experience on a year-for-year basis to a maximum of one year. An additional six months of experience may substitute for the educational requirement.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.


Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
