SUMMARY

The Special Assistant to the Chief of Police serves as the executive assistant and strategic advisor to the Chief of Police. Work involves the support, direction, and general supervision of units within the Chief’s Office to include but not limited to the following: Public Information Office and the City Manager’s Office.

Work involves acting as a liaison between the police department and the Police Attorney's Office. Additionally, work involves ensuring the efficient operation of the police department through overall direction, coordination, and the appraisal of community building initiatives, crime prevention strategies and law enforcement training programs at the discretion of the Chief of Police.

ESSENTIAL JOB FUNCTIONS:

1.      Serves as liaison between the Chief of Police, and the Executive Staff and other commanders regarding departmental personnel matters, employee morale and well-being, project updates, proposals, and planning.

2.      Plans, organizes, coordinates the Chief of Police’s calendar and provides strategic advisement to the Chief of Police.

3.      Analyzes information, statistics, and reports on departmental activities to determine police service needs, availability of resources, and if existing programs meet the needs of the public. Supervises and evaluates the work of subordinate personnel by setting benchmarks and reviewing results achieved.

4.      Prepares and reviews the following: administrative studies of management problems and concerns, the budget for the Police Department, program proposals, recommendations regarding performance ratings and disciplinary actions, statistics and reports on departmental activities, and departmental policies and procedures.

5.      Assists the Chief of Police on policy interpretation and administration, as well as implementation of new strategies.

6.      Participates with the Chief of Police and senior management team in strategic planning, policy development, and decision-making.

7.      Represents internally within the organization and externally.

8.      Assists with the formulation of policies and regulations governing the conduct of police operations/internal affairs matters in coordination with the Chief of Police.

9.      Coordinates requests to City Council and the City Manager's Office.

10.  Performs other administrative functions as directed by the Chief of Police.

 

KNOWLEDGE:

·         Of the theories, principles, and practices of effective police administration with particular attention to planning and organizing police services and operations for modern-day policing.

·         Of the theories, principles, and practices of effective public administration, with special attention to budget administration and resource allocation.

·         Of modern management techniques, supervisory practices, and evaluation methods; governmental organization and management.

·         Of the principles and practices of police and local government administration and operations.

·         Of federal, state, and local laws and ordinances relating to the operations, duties, powers and responsibilities of the police department.

·         Of human resources management;

·         Of media relations;

·         Of budgetary control and procurement;

·         Of law enforcement training requirements.

ABILITY:

·         To manage departmental programs, including the proper allocation of personnel, financial and material resources for effective and efficient use.

·         To establish and maintain cooperative working relationships with other city officials, state, federal, and local authorities, community groups, and the public.

·         To direct the preparation and presentation of oral and written material relating to the programs and activities of the department.

·         To work independently, with minimal supervision.

·         To work well under pressure with competing priorities and handle multiple tasks simultaneously.

SUPERVISION RECEIVED: Chief of Police

SUPERVISION EXERCISED: Technical/Functional/Direct

EDUCATION, EXPERIENCE & MINIMUM QUALIFICATIONS: Graduation from a four-year college or university with a progressively responsible administrative and supervisory experience in the criminal justice field in a civilian and/or sworn capacity.

TRAINING: Considerable training in police administration and management.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
