Overview

Prevailance is seeking a Joint Intelligence, Surveillance, Reconnaissance & Awareness (JISR&A) Integration Subject Matter Expert (SME) to support North Atlantic Treaty Organization (NATO) Headquarters Supreme Allied Commander Transformation (HQ SACT) Capability Development Management Support (CMDS) in Norfolk, Virginia. This position is expected to work on-site and may require up to 40 days of travel annually.


The JISR&A Integration SME supports the development and lifecycle management of NATO JISR&A capabilities, with particular emphasis on multi-source and multi-domain intelligence fusion and integration. This position provides methodological, analytical, program management, and capability development support across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) lines of development.


Responsibilities Include, But Are Not Limited To:

  • Support development of JISR&A capability products in accordance with NATO governance for delivery of common-funded capabilities across DOTMLPFI lines of development throughout the capability lifecycle 
  • Support the Joint Effects (JE) Capabilities Program Director and Project Coordinators in program management activities and engagement with JISR&A stakeholders from the tactical through strategic levels 
  • Provide methodological and analytical expertise supporting a holistic approach to JISR&A capability development, particularly multi-source and multi-domain intelligence fusion and integration 
  • Support JISR&A-related projects, including the JISR Line of Effort and JISR&A-related Beacon Projects, as directed by the JE Capabilities Program Director and JE Integrator/Architect 
  • Support the elicitation, capture, development, analysis, evaluation, and traceability of higher- and lower-level requirements, including capability targets, operational requirements, system specifications, and interoperability requirements across DOTMLPFI 
  • Support development, analysis, and review of JISR&A-related policies, doctrines, directives, concepts of operation and employment, courses of action, alternatives, and other doctrinal products 
  • Coordinate DOTMLPFI development and implementation synchronization and support development of recommended courses of action addressing capability development issues throughout capability lifecycles 
  • Organize and participate in workshops, seminars, conferences, and meetings supporting JISR&A capability development activities 
  • Collaborate with national and international military and civilian organizations, including centers of excellence and academia 
  • Maintain JISR&A capability development program status information within the electronic environment supporting warfare development information-sharing and coordination 
  • Support engagement with NATO Agencies related to JISR&A capability development programs and capability validation 
  • Identify lessons and best practices and support their integration into organizational learning 
  • Perform additional program management activities as directed by the JE Capabilities Program Director and Contracting Officer's Technical Representative (COTR)

Requirements

Qualifications

  • Minimum 3 years of demonstrated experience within the last 10 years briefing senior leaders and decision-makers 
  • Minimum 6 years of demonstrated experience within the last 10 years in intelligence fusion and integration, particularly multi-source/multi-domain, on a Joint or Strategic-level staff and/or in military effects Planning Command and Control, such as J2/J23 or J5/J25 experience within a NATO or National Headquarters, either as a military officer or civilian  
  • Minimum 6 years of demonstrated program/project management experience within the last 10 years in a complex and dynamic environment, with a focus on military capability development 
  • Minimum 5 years of experience within the last 10 years working in a multinational organization, such as the European Defense Agency, or within the NATO Command Structure (NCS) or NATO Force Structure (NFS
  • Familiarity with the role of NATO Agencies in system development 
  • Proficiency with Microsoft Office Suite and collaborative software 
  • Demonstrated English-language proficiency equivalent to STANAG 6001 SLP 3333 
  • Valid passport from a NATO member nation with no travel restrictions to NATO nations

Education

  • Must satisfy one of the following:
    • Master's degree or similar national academic or Military College qualification in Engineering, Information Systems, Aeronautics/Computer Science (as applicable), Operations Research, Project Management, Business Administration, or a related discipline; or
    • Bachelor's degree with a minimum of 5 years of experience in a relevant field

Clearance

  • Must possess and maintain an active NATO SECRET or National SECRET (or higher) security clearance
