Program Summary 

The National Science Foundation (NSF) manages the United States Antarctic Program (USAP). The USAP supports all U.S. scientific research and related logistics in Antarctica and aboard USAP vessels that operate along the continental margin and in the Southern Ocean. Science within the Antarctic research portfolio is chosen and funded by NSF and other Federal agencies, including NASA, NOAA, and the Department of Energy. The purpose of the Antarctic Science and Engineering Support Contract (ASESC) is to enable that science. 

All participants are responsible for maintaining a safe workplace and ensuring that safety is the highest priority. This includes compliance with all ASESC environmental health & safety, and quality assurance requirements. 

Job Summary 

The Utilities Packet Lead supports the successful transition of utility operations, systems, documentation, and institutional knowledge associated with the Antarctic Science and Engineering Support Contract (ASESC). This role leads the collection, organization, validation, and transfer of utility-related information to ensure continuity of operations for power generation, water production and distribution, wastewater treatment, fuel systems, and other critical infrastructure. They will work closely with subject matter experts, operational personnel, and transition leadership to facilitate a seamless and compliant transition of U.S. Antarctic Program (USAP) utility functions. 

 

*This is a remote position based in the US. 

 

Roles and Responsibilities  

  • Lead the development, organization, and management of utility transition packets to ensure uninterrupted utility services for Antarctic stations and field operations 

  • Coordinate the collection, review, validation, and transfer of utility-related documentation, procedures, drawings, records, and operational data 

  • Collaborate with utility subject matter experts to document current-state operations, maintenance practices, and critical infrastructure processes 

  • Track transition deliverables, milestones, risks, and action items associated with utility operations 

  • Support knowledge transfer activities related to power generation, water treatment and distribution, wastewater systems, fuel operations, and associated infrastructure 

  • Ensure utility documentation is complete, accurate, properly version controlled, and maintained in designated repositories 

  • Identify documentation gaps and coordinate efforts to obtain, update, or validate missing information 

  • Facilitate communication between utility teams, transition personnel, and cross-functional stakeholders 

  • Support risk identification and continuity planning efforts to minimize operational impacts during transition 

 

Basic Qualifications  

  • U.S. citizenship and the ability to pass a National Agency Check with Inquiries (NACI) background investigation. 

  • Associate's or Bachelor's degree in Engineering, Facilities Management, Construction Management, Business Administration, Project Management, or a related field 

  • 5+ years of experience supporting utilities, facilities operations, maintenance, infrastructure management, engineering support, or related operational functions 

  • Experience managing, organizing, or maintaining technical documentation and records 

  • Strong organizational and project coordination skills 

  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment 

  • Excellent written and verbal communication skills 

  • Strong attention to detail and ability to maintain accurate documentation and tracking systems 

  • Ability to work effectively with multidisciplinary teams and stakeholders 

  • Proficiency with Microsoft Office applications, including Word, Excel, Outlook, Teams, and SharePoint 

 

Preferred Qualifications 

  • Knowledge of facilities engineering, utility system operations, infrastructure maintenance, or reliability programs 

  • Experience working with technical drawings, maintenance records, asset management systems, or utility documentation 

  • Experience supporting government contracts, transition efforts, mobilizations, or operational readiness programs
