Job Responsibilities
Pre-Construction:
During this phase the selected Manager to perform, prepare and maintain the following at a minimum as directed by the Company:
Quantity surveying
Concept, Schematic Design, Design Development and Construction Document estimates
Cost plan which reflects the needs raised by the Company and any changes proposed by the Company during the design stage
Project Programme which reflects the needs raised by the Company and any changes proposed by the Company to the Project Programme
RFP preparation
Constructability reviews/value engineering
RFQ review / negotiation
Cost reporting against budgets
Coordinate design meetings; prepare agendas, conduct meetings, issue meeting minutes, etc.
Coordinate inter-department coordination meetings (Facilities, Operations, etc.) prepare agendas, conduct meetings, issue meeting minutes, etc.
Evaluate local market conditions with respect to labour, material and equipment
Cost control report
Contract administration
BQ for tendering
Project delivery methods
Constructability reviews /value engineering
Building Permit submission and tracking
Regulatory Agency tracking
Coordinate design meetings; prepare agendas, conduct meetings, issue meeting minutes, etc.
Bidding
During this phase the selected PM to perform, prepare and maintain the following at a minimum as directed by the Company:
Prepare / Review qualification of bidders and bid lists
Maintain contractor interest and prepare contract strategies
(Coordinate pre-bid meetings; prepare agendas, conduct meeting, issue meeting minutes, etc.
Prepare / Review Pre-Bid RFQ’s
Coordinate, prepare and distribute bidding addenda and construction documents (including pre-bid RFI’s and meeting minutes)
Distribute and track addendums
Conduct bid Opening, spreading bid numbers, analysing of bids
Coordinate post-bid meetings; prepare agendas, conduct meetings, issue meeting minutes, etc.
Prepare bid award recommendations
Compare bids against estimates
Prepare / Review vendor set up log for the purpose of fulfilling the requirements of the accounting department
Prepare / Review vendor background check log for the purpose of fulfilling the requirements of the Investigations department
Prepare and maintain Contract tracking logs
Coordinate substitution requests
Prepare contract award recommendations
Prepare / Review cost control report
Assist with preparing contracts
Conduct value engineering review if necessary
Conduct tender review and analysis
Construction Administration:
During this phase the selected PM to perform, prepare and maintain the following at a minimum as directed by the Company:
Contract documentation
Cost tracking
Variation registers
Preparing payment certificate and payment response
Anticipated cost reports
Change order review/ negotiation/ recommendation/ execution
Document control and distribution including file maintenance
General contractor schedule tracking and review
Company procurement schedule
Maintain field diaries and complete daily/ weekly reports
Contract Claims Report
Quality Assurance/ Contract Compliance
Track and coordinate Company furnished items
Prepare monthly status reports
Inspection and regulatory agency tracking
Cost control reports
Coordinate testing requirements and scheduling of material testing
Verify contractor as-builds are current prior to review of pay applications
Coordinate and attend any Contractor kick-off meetings; prepare agendas; conduct meetings, issue meeting minutes, etc.
Review Contractor safety plan and Risk Assessments
Document existing conditions prior to construction
Punch list/ Defects Management
Pre-construction and partnering meetings; prepare agendas; conduct meetings, issue meeting minutes, etc.
Procurement coordination meetings; prepare agendas; conduct meetings, issue meeting minutes, etc.
Coordinate Company/ Contractor Meetings; prepare agendas, conduct meetings, issue meeting minutes, etc.
Request Contractor material estimates and coordinate those estimates with Procurement
Project Closeout:
During this phase the selected PM to manage the closeout process as required by the relevant contract documents. The closeout process may include (but not limited to) the following tasks:
Preparation of final accounts
Ensuring as-built documents are complete
Ensuring that items on the punch list are completed before Project Closeout.
Ensuring that building permits are obtained and Certificate of Occupancy is received before Project Closeout.
Ensuring that all relevant regulatory agencies have approved the construction
Ensuring that Company training has taken place
Ensuring that O&M manuals are complete and turned over to the appropriate departments
Ensuring that all testing and commissioning are complete
Ensuring that all required tools, keys, attic stock, spare parts, etc. have been documented and turned over to the appropriate department
Ensuring that statutory approvals are obtained for items such as elevators, escalators, chillers, boilers, etc.
Ensuring that the Certificate of Substantial Completion is issued and documented
Ensuring that all warranty forms have been submitted.
Generating a post mortem report for executive management.
Vendor Management:
Conduct Vendor Induction Training on an ad-hoc basis whenever new vendor on board.
Arrange the annual Vendor Induction Training for all vendors involved with Facilities.
Document Controller / Aconex:
Aconex organization admin – manage the user account list for entire MBS; new requests, expired accounts and past employees.
Perform bi-annual Aconex housekeeping.
Manage queries from non-MBS persons i.e. vendors, regarding their accounts and document submissions.
Check if the document and drawing submissions from vendors for completed projects are done based on MBS standards.
Job Requirements
Education & Certification
Diploma or Degree in Project Management, Engineering, Construction, Architectural, Hospitality or related field is preferred
Experience
At least 5 years’ experience in similar capabilities
Other Prerequisites
Strong proficient in Microsoft Excel and PowerPoint.
Knowledge of accounting/financials applications/Web applications
Have a good command of English
Strong communication, interpersonal and supervisory skills.
Be able to work under pressure
Get along with fellow Team Members and work as a team
Be willing to work any day of the week and any shift
Meet the attendance guidelines of the job and adhere to departmental and company policies
Have a well groomed, professional appearance
