DEPARTMENT:  Streets, City of Rocky Mount
 
JOB SUMMARY:  This position is responsible supervising and participating in the work of an assigned crew of personnel in the maintenance and construction of City paved streets and rights-of-way.
  • Supervises a crew of personnel; plans work and assigns duties; estimates material and equipment needs; enforces safety guidelines. 
  • Supervises the repair and maintenance of vehicles, tools, and equipment. 
  • Provides guidance and training to personnel regarding work standards. 
  • Operates equipment relevant to asphalt repair. 
  • Maintains required reports. 
  • Plans, coordinates, and supervises asphalt maintenance projects related to street maintenance and repair. 
  • Responds to after-hours emergences; supervises emergency crews during winter storms and other natural disasters.  
  • Performs other related duties as assigned.
  • Knowledge and level of competency commonly associated with the field of work, in addition to basic skills typically associated with a high school education. 
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with three or more years’ experience or service. 
  • City Certified Backhoe Operator 
  • Must be in Possession of a Class B CDL with the ability to obtain a Class A CDL.  
  • NCDOT Certified Work Zone Flagger 
  • NCDOT Certified Work Zone Supervisor
  • Knowledge of the principles, practices, and equipment used in the performance of related maintenance and construction activities. 
  • Knowledge of work zone safety.  
  • Knowledge of, skill in use of equipment operation and maintenance procedures. 
  • Knowledge of City geography. 
  • Knowledge of maintenance and repair of utility cuts   
  • Knowledge and ability to utilize Microsoft Word and Excel Programs . 
  • Skill in the operation and use of pavement maintenance and construction machinery, i.e., Grinders, crack sealing machine, asphalt paver, rollers, and other related heavy equipment. 
  • Skill in the supervision of personnel. 
  • Skill in analyzing problems and identifying solutions. 
  • Skill in establishing cooperative and productive working relationships. 
  • Skill in setting priorities for competing projects. 
  • Skill in performing mathematical calculations. 
  • Skill in interpersonal relations. 
  • Skill in oral and written communication.

SUPERVISORY CONTROLS:  The Construction and Maintenance Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
 
GUIDELINES:  Guidelines include the Personnel Policy Manual; emergency response plans; OSHA regulations; work zone safety standards; and equipment operation and repair manuals. These guidelines are generally clear and specific but may require some interpretation in application.
 
COMPLEXITY:  The work consists of related supervisory and maintenance duties. Inclement weather and heavy traffic contribute to the complexity of the work.
 
SCOPE AND EFFECT:  The purpose of this position is to supervise and participate in the construction and maintenance of the City’s streets and public rights-of-way. 
 
PERSONAL CONTACTS:  Contacts are typically with co-workers, members of the public, contractors, and vendors.
 
PURPOSE OF CONTACTS:  Contacts are typically to give or exchange information, resolve problems, provide services, and motivate and influence persons.
 
PHYSICAL DEMANDS:  The work is typically performed while intermittently sitting, stooping, standing, bending, crouching, or walking. The employee frequently lifts light and heavy objects and uses tools or equipment requiring a high degree of dexterity. 
 
WORK ENVIRONMENT:  The work is typically performed outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts and occasional cold or inclement weather. The work requires the use of protective devices such as masks, goggles, or gloves.
 
SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over an assigned crew of personnel.
