Social Value & S106 Coordinator
Salary: £ 45,000+
Location: Wembley
Role Purpose
The Social Value & S106 Coordinator is responsible for planning, delivering, monitoring, and reporting social value commitments across construction projects. The role ensures compliance with Section 106 (S106) planning obligations, framework requirements, and client social value commitments while coordinating training and employment initiatives for site operatives and local communities.
Key Responsibilities
Social Value Delivery
• Develop and implement social value plans in line with client, framework, and contractual requirements.
• Coordinate and deliver social value initiatives, including employment, education, skills, community engagement, and volunteering activities.
• Build and maintain relationships with local authorities, schools, colleges, charities, employment agencies, and community organisations.
• Record, monitor, and report social value outcomes using client reporting systems and internal databases.
• Produce monthly and quarterly reports demonstrating social value performance against agreed KPIs.
Section 106 (S106) Compliance
• Manage and coordinate activities required to meet Section 106 planning obligations.
• Liaise with local authority officers and project teams to ensure compliance with employment, apprenticeship, and community commitments.
• Monitor progress against S106 targets and maintain supporting evidence for audits and client reporting.
• Identify opportunities to exceed contractual obligations and maximise community benefit.
Tender & Bid Support
• Support the bid and pre-construction teams by preparing social value responses for tenders.
• Develop project-specific social value proposals aligned with client priorities and local community needs.
• Contribute evidence, case studies, and performance data to strengthen tender submissions.
• Attend bid meetings and client presentations where required.
Framework Social Value
• Deliver framework-specific social value commitments across public sector and private sector frameworks.
• Ensure compliance with framework KPIs and reporting requirements.
• Collaborate with framework managers and operational teams to maximise social value performance.
• Share best practice and lessons learned across projects
Training & Workforce Coordination
• Coordinate training programmes for site operatives, apprentices, graduates, and work experience placements.
• Arrange mandatory and skills-based training with approved training providers.
• Support the recruitment and onboarding of apprentices, trainees, and local labour.
• Maintain accurate training records and monitor competency requirements.
• Work with site management to identify workforce development needs and opportunities.
Stakeholder Engagement
• Build positive relationships with clients, subcontractors, local authorities, educational institutions, and community groups.
• Organise careers events, school visits, mock interviews, site tours, and community engagement activities.
• Promote the organisation's social value achievements internally and externally.

Skills & Experience
• Experience delivering social value initiatives within the construction, housing, or infrastructure sectors.
• Knowledge of Section 106 agreements and planning obligations.
• Experience supporting tender submissions and framework requirements.
• Strong stakeholder engagement and communication skills.
• Experience coordinating training, apprenticeships, or workforce development.
• Excellent organisational, planning, and reporting skills.
• Proficiency in Microsoft Office and social value reporting platforms.
• Ability to manage multiple projects and work independently.
Qualifications
• Relevant qualification in Construction, Community Engagement, Business, HR, or a related discipline (desirable).
• Full UK driving licence (preferred).
