DESCRIPTION

Under the direction of the Coordinator of Special Education Compliance, Nonpublic Services, and Family Support, the Resource Teacher, Nonpublic Services provides case management for students in nonpublic schools. This position will monitor IEP implementation of students at nonpublic schools through observations, data collections, and reviews; participate in IEP meetings for nonpublic students; and support the transition of students entering or returning from nonpublic schools. In addition, the Resource Teacher, Nonpublic Services supports school-based teams in the development of nonpublic referrals and assists in reviewing the nonpublic referrals within an IEP meeting to make placement recommendations to nonpublic schools. 

This position has an anticipated start date during the current school year. Applicants currently employed with another Maryland public school system are responsible for verifying eligibility for release for this non-supervisory position if selected.

MINIMUM QUALIFICATIONS

Applicants must meet all qualifications below to be considered for the vacancy.

Education:

  • Bachelor’s degree from an accredited college or university.

Certification/Licensure:

Priority will be given to applicants who:

  • Hold a current Maryland State Department of Education (MSDE) professional certificate or license in one of the following areas:

  • Generic Special Education Infant/primary (birth – grade 3)

  • Generic Special Education Elementary/middle (grades 1– 8)

  • Generic Special Education Secondary/Adult (grades 6 – adult)

Consideration may be given to applicants who:

  • Have completed all requirements to be eligible for a MSDE professional certificate or license in one of the licensure areas above at the time of application.

Out-of-state applicants are strongly encouraged to begin the application process for educator licensure with the Maryland State Department of Education in addition to uploading all required materials to your HCPSS employment application.

Experience:

  • Three years of experience as a certificated educator in a special education setting.    

  • One year of experience with recent leadership duties, responsibilities, experience, and/or roles (e.g., Instructional Team Leader, School Improvement Team, school-based committees).

PREFERRED QUALIFICATIONS

  • Master’s degree from an accredited college or university in education, special education, curriculum and instruction, administration and supervision, or a closely related field. 

  • Experience analyzing and interpreting data.

  • Experience designing and delivering professional learning for educators and support staff.     

  • Experience mentoring or coaching educators to improve instruction and meet the needs of all students.

  • Experience working with a variety of assessment instruments and techniques.   

  • Experience understanding and implementing procedural safeguards in special education including COMAR and IDEA regulations.

ESSENTIAL POSITION RESPONSIBILITIES

  • Supports the vision for the HCPSS Department of Special Education initiatives related to implementing and monitoring special education services for students in public and nonpublic schools.

  • Provides case management to HCPSS students who attend nonpublic schools, including observations, data collection and review, and attendance at IEP meetings.

  • Collaborates and supports nonpublic students and families by providing resources both within and outside of the school system.

  • Participates in Central Education Placement Team (CEPT) meetings.

  • Participates in MSDE monitoring site visits at private separate day schools.

  • Assists school-based staff with the development and implementation of instructional and behavioral interventions to prevent the need for nonpublic placements.

  • Travels to nonpublic schools to support and monitor the implementation of the IEP of HCPSS students as well as individual student progress and performance through case management.

  • Communicates effectively and interacts positively with students, parents, staff, and the community.

  • Special Education Laws and Regulations: Deep understanding of federal (IDEA), state (MSDE), and local special education mandates, compliance timelines, and reporting requirements.

  • Data Analysis and Reporting Methodologies: Strong understanding of statistical data analysis, data integrity protocols, and reporting standards for federal, state, and local entities.

  • Adult Learning Principles: Knowledge of instructional design models and effective methodologies for delivering professional learning and technical assistance to diverse staff groups.

  • Public Information and Audit Standards: Familiarity with the Maryland Public Information Act (MPIA), educational audit protocols, and strict data privacy regulations (e.g., FERPA).

Skills

  • Database Administration & Maintenance: Proficiency in developing, monitoring, and configuring online databases to ensure accurate student information management.

  • Data Analysis & Visualization: Skill in compiling complex datasets, identifying trends, and translating raw data into clear, actionable reports for leadership and stakeholders.

  • Instructional Design & Training Delivery: Ability to design, implement, and facilitate engaging professional development sessions and technical assistance workflows.

  • Technical Troubleshooting: Skill in providing tier-1 and tier-2 technical support to system users, diagnosing software issues, and implementing solutions.

  • Project Management & Compliance Auditing: Ability to coordinate large-scale compliance reviews, audits, and MPIA information requests efficiently under tight deadlines.

Abilities

  • Communicate Complex Information Clearly: Ability to explain intricate technical systems and complex compliance data to both technical and non-technical stakeholders (e.g., school staff, board members).

  • Maintain Meticulous Data Integrity: Ability to ensure absolute accuracy and security in the collection, management, and dissemination of sensitive student records.

  • Adapt and Innovate Processes: Ability to transform manual workflows into efficient electronic forms and templates that align with changing legal requirements.

  • Foster Collaborative Support: Ability to provide patient, ongoing customer service and technical assistance to central office and school-based teams.

  • Manage Competing Priorities: Ability to balance daily system maintenance with high-stakes, time-sensitive federal and state reporting deadlines.

SELECTION CRITERIA

Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.

EMPLOYMENT INFORMATION

Compensation

This is an 11-month per year position in the Howard County Educators Association (HCEA) employee bargaining unit. The current salary ranges for this position are on the 11-Month Special Education Teacher salary scale. Actual placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA Master Agreement which considers education and relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.

Retirement

Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee’s annual salary.
