[PUB-WRP] Asst Director, Special Projects and Corporate Services, PDCS

[What the role is]

As an Assistant Director with Planning, Development & Corporate Services (PDCS) Division of Water Reclamation (Plant) Department, you will be part of the team responsible for Special Projects and Corporate Services. Your job role will include, but not limited to the following:

[What you will be working on]

• Lead two teams covering the Special Projects and Corporate Services portfolios, providing guidance to staff and reviewing their progress and deliverables.
• For Special Projects:
  • Oversee contract administration and management of sludge incineration, sludge transportation, and NEWater bottling contracts, including tender preparation and award.
  • Review project funding papers and tender specifications and oversee project implementation.
  • Monitor contract utilisation and plan for contingency and new contract calling.
  • Coordinate with stakeholders including contractors and vendors for the implementation of special projects.
• For Corporate Services:
  • Manage the department's capital and operational expenditure, including collation, monitoring, review and trend analysis.
  • Review and manage corporate service matters including KPI reporting, sustainability, training, audit, insurance, and public queries, and coordinate departmental inputs for Annual Report, Corporate Plan and so on.
  • Review external agency consultations on development works affecting WRPs, and support studies on used water treatment.

[What we are looking for]

Requirements

• Degree in Chemical/Environmental/ Civil Engineering
• Experience in project management and contract administration including tender calling, evaluation and award in accordance with Financial Manual (FM).
• Good organisational, communication, interpersonal and problem-solving skills 
• Experience in used water treatment process or NEWater production is an advantage.
