Description
Under the general supervision of the Public Surveyor or high-level officer, the Cadastral Technician performs analytical and technical work related to the processing of documents in the Real Property Tax Division. Work involves providing assistance to the Public Surveyor and other high-level officers with gathering boundary related information for attestation, compiling Earth Change packages, and responding to requests from the public. Also, provides research, compiles, and interprets real property data on land maps.
Work is periodically checked for progress and conformance with existing laws, rules, regulations, and procedures.Provides assistance with records and data on land maps.
Conducts reviews, research, and compiles maps for the public.
Responds to inquiries from the public on property boundaries, assessor maps, title research, parcels, and other related inquiries.
Maintains records and files on property cards and other related information.
Interprets the law on legal documents related to real property parcels.
Composes reports and documents which are clear, concise, and appropriate for the intended audience.
Reads and interprets legal descriptions, deeds, contracts, court documents, plot books, maps, surveys, and software procedure manuals in the context of land maps and land map usage.
Maintains Land Partition Indices under the direction of the Public Surveyor or the Assistant Public Surveyor.
Performs other related duties as required.Associate degree from an accredited college or university in Business Administration, Computer Information Technology, Surveying, Cartography, Geographic Information Systems, or related field.

High school diploma or its equivalent from a accredited institution supplemented by two (2) years of work experience with real property titles, mapping, geographic information, real estate, or a related fieldFACTOR 1- KNOWLEDGE/SKILLS REQUIRED BY THE POSITION
Knowledge of the rules and regulations used in identifying real property boundaries in the United States Virgin Islands (USVI).
Knowledge of computer applications and Microsoft Office Suite.
Knowledge of current surveying techniques and practices.
Skill in use of the local GIS (Geographic Information Systems).
Skilled in time management.
Skill in record keeping.
Ability to learn and understand the internal processes and procedures.
Ability to read legal descriptions, deeds, contracts, court documents, plot books, maps, surveys, and software procedure manuals.
Ability to listen carefully to understand and decipher the needs of taxpayers and use this understanding to guide taxpayers and/or their designee in making requests for maps.
Ability to effectively communicate orally and in writing.
Ability to perform focused work for several hours.
Ability to prepare clear and concise written reports.
FACTOR 2- SUPERVISORY CONTROLS
Works under the direct supervision of the Public Surveyor and a high-level officer in the Cadastral Unit who assigns duties; but must be self-motivated to conduct many daily tasks without constant supervision. Work is reviewed for accuracy and compliance with existing laws, rules, regulations, and procedures concerning real property in the US Virgin Islands.
FACTOR 3- GUIDELINES Guidelines are derived from the Virgin Islands Code and the department’s policies, rules, regulations, and procedures, property description, tax office records, maps, plans, and other boundary related information pertaining to real property in the Virgin Islands and the operation of the Cadastral subdivision.
FACTOR 4- COMPLEXITY
Work involves assisting the Public Surveyor and other high-level officers with gathering boundary related information for attestation, compiling Earth Change packages, and responding to requests from members of the public regarding boundaries of the Cadastral Unit and geographic information systems technology, and understanding land maps and drawings. Work is performed in accordance with existing US Virgin Islands laws, rules, and regulations.

The purpose of work is to provide assistance to the Public Surveyor and other high-level officers within the Cadastral Unit of the Office of the Tax Assessor with the maintenance of land maps, the collection and compilation of boundary related information, and responding to inquiries from the public.

Contacts are co-workers, employees from other agencies, contractors, surveyors, and property owners.
FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to gather, compile, and provide information related to land maps, real property boundaries, and related work.
FACTOR 8- PHYSICAL DEMANDS
Work is mostly sedentary but requires standing, lifting, bending, and stooping. Some fieldwork is required.
FACTOR 9- WORK ENVIRONMENT
Work is performed in an office environment. Travel to work sites may be required.
