About the Position
The Wastewater/Stormwater Specialist performs duties in alignment with requirements set forth by the Oregon Department of Environmental Quality and Environmental Protection Agency to protect public health and the environment by ensuring the integrity of the City’s wastewater and stormwater systems. Responsibilities include maintaining system operability, minimizing system overflow occurrences, and protecting the investment made in the infrastructure by being responsive to customer concerns and/or system failures.  

Full-Time 40 hours per week

Monday-Friday: 8:00am-4:30pm

12-month probationary period

  • Inspect, install, connect, maintain, clean, operate, test, and repair all appurtenances associated with the City’s wastewater and stormwater systems as they relate to residential, commercial and industrial customers. Maintain access to system manholes, taps, and pipelines.  
  • Respond to complaints regarding illicit discharges, plugged sewers, flooding and odors.  Assess and evaluate situations, explain findings to leadworker or supervisor. Contact business owners and residents in area where services may be interrupted and explain when repairs will be completed.
  • Maintain stormwater detention facilities, water quality ponds, and urban streams. Perform inspections, riparian area maintenance, vegetation and debris removal, channel management and bank stabilization.   
  • Use Closed Circuit Television (CCTV) inspection equipment to analyze and rate facilities for consideration of needed future maintenance. Perform diagnostics and repairs on CCTV equipment.
  • Incumbent may be assigned primary responsibility for the Vector Control Program. Respond to customer concerns and baits for rats in the sanitary sewer system, and address trapping needs for nutria, opossum, and other mammals in the surface water piping system and urban stream areas of Corvallis. 
  • Consistently complete all service requests, inspections and other documents in the city’s CMMS program accurately, completely, and on time. Ensure billable activities are tracked and appropriately documented.
  • May perform illegal camp cleanups as assigned.
  • Respond to emergency calls, including after-hours response within required timeframe.  Position may involve working overtime and on weekends as needed.
  • Maintain job-site safety for co-workers and the general public including traffic control and minimization of hazardous conditions.
  • Perform preventative and corrective maintenance on equipment used in the wastewater and stormwater systems. Identify system needs and assist with planning and scheduling maintenance and repairs.
  • Maintain wastewater and stormwater system operation and maintenance records and reports with the use of various computerized maintenance management systems. Maintain daily records and reports pertaining to activities, equipment and materials utilized, consistent with local, County, State and federal requirements.
  • Coordinate with other Public Works work groups and provide services, data and information as needed for successful completion of work and/or projects. Provide project acceptance for new infrastructure and ensure integrity of wastewater/stormwater system infrastructure, including warranty initiation/termination for Capital Improvement Projects (CIP) and Public Improvement by Private Contractor (PIPC) projects.
  • Perform as a member of a team, assisting with development of work group goals and objectives, and contributing to the achievement of goals and objectives. May perform Customer Service Coordinator job duties in their absence.
  • Assist and direct seasonal employees and other work groups as needed.
  • Operate and drive vehicles and/or equipment safely and legally.

Qualifying Education / Experience
  • High school diploma or equivalent. One year of work experience in wastewater or surface water maintenance fields. Experience must include installation, repair, and maintenance activities associated with this type of infrastructure.

Certifications / Licenses
  • Oregon DEQ Wastewater Collection System Operator Grade I certification or ability to obtain within one (1) year of appointment.
  • Oregon Wastewater Collection Grade II certification or ability to obtain within three (3) years of appointment.
  • State of Oregon Public Pesticide Applicators license and Fur Bearers license are required if assigned the primary responsibility for the Vector Control Program.
  • State of Oregon Public Pesticide Applicators license is required if assigned the primary responsibility for wastewater/storm water root foaming preventative maintenance activities.
  • First Aid and CPR certification, ODOT Traffic Control, Confined Space Entry, Forklift Operation training, NASSCO PACP/MACP/LACP Certification, Competent Person Training, Trenching and Shoring certification, Bloodborne Pathogen training or the ability to obtain/complete within one (1) year of appointment.
  • Possession of and the ability to maintain a valid Oregon Driver’s License. Ability to obtain an Oregon Class A commercial driver’s license, with tanker and air brake endorsement one (1) year of appointment.

Knowledge / Skills / Abilities
Knowledge of: and understanding of work-related safety practices, OSHA and environmental rules and regulations, particularly in regards to work in confined space and/or hazardous conditions; engineering concepts and the ability to apply these concepts and construction practices to ensure the integrity of the system; traffic laws and defensive driving.

Skill in: journey level underground pipeline work, plumbing, equipment operation, and construction; effective communication, analytical ability, customer service and interpersonal relations.  

Ability to: read blue prints and interpret maps; convey information and respond appropriatelyto concerned or irate customers; make routine decisions regarding assessment of immediate situations, available options, and selection of appropriate methods and procedures, material availability and ordering, equipment utilization and response to customer issues in the field; adjust to changing priorities; get along well with co-workers; use a computer and associated software and programs for tracking, inventory and work assignments; use the following tools and/or equipment: multi-line phone system, personal computer including word processing, spreadsheet, database software, GIS and computerized maintenance management system, copy and fax machines, calculator, hand and power tools, heavy and specialized equipment, automobile or truck and trailers, and other related tools and appropriate personal protective equipment. Pass pre employment background check, drug screen, medical exam, DMV record check. 

In Addition: must be able to respond within 60 minutes or less to the Public Works Offices for after-hours calls or emergencies prior to the end of probationary period; the employee shall not pose a direct threat to the health or safety of the individual or others in the workplace; have demonstrable commitment to sustainability; and have demonstrable commitment to promoting and enhancing diversity, equity and inclusion.
