The City of Roanoke is seeking a Codes Compliance Business Coordinator to perform a variety of complex tasks and high level administrative support of the Codes Compliance Administrator in the areas of financial services, software administration, technical support, HR support, research, reporting, data analysis, training, contract administration, and budget preparation. Job responsibilities include but are not limited to supervising a staff of Administrative Assistant IIIs and directing the work of the staff in the processing of violation notices, work orders, invoices, property liens and other duties in support of Code Enforcement activities; managing the staffing, training, scheduling and monitoring of the call center for the City's 2000 line option for citywide information, referral, service requests and complaints; and overseeing all financial functions for the Code Enforcement Division. The successful candidate will serve as the division's system administrator for TRAKiT to include oversight of security and system access, review and testing of software upgrades, troubleshooting, system integration, report development and user training, and serve as the "Contract Manager" for the division's service contracts. They will also evaluate existing and proposed administrative or operational policies, practices and techniques and recommends improvements and resolve problems that have a significant impact on the overall goals of the department. Bachelor's degree from a four-year college with major course work in business management, information systems, accounting or related field or equivalent experience is required. Five to seven years related experience in business management with supervisory responsibilities.

This is an exempt position.SUMMARY

Supervises an administrative staff and manages the citywide call center providing information, referrals, complaints and requests for service. Work is performed under limited supervision.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Supervises and directs the work of Administrative Staff to include the following: processing of cited violation notices of the Virginia Maintenance Code, Zoning Code and City Code, generating Rental Inspection Program notices, scheduling Inspections, and issuing work orders for violation abatement. Also includes more generalized duties including payroll time entry, purchasing, p-card coding, records management and contracts.
Oversees the billing of inspection fees as well as the cost recovery billing for weed and trash abatement, towing, board-up of open and accessible structures, and structure demolitions.
Oversees the placement of real property liens for all unpaid billings as allowed by Code.
Manages the citywide 2000 line call center for the "All Other" option calls. Responsible for staffing, scheduling and training of call center staff. Electronically monitors call center to insure calls are serviced in a timely manner. Runs and analyzes reports for the center performance as a whole as well as individual call taker reports. Keeps accurate contact information and maintains a working knowledge of all departments, agencies, and local businesses to provide for accurate citizen information, referrals, and for the effective generation and routing of citizen requests for service though the QAlert system. Coordinates with emergency management for routing and referral of calls during declared emergencies.
Performs project management on projects assigned by the Codes Compliance Administrator.
Oversees all financial functions for the Code Enforcement Division. Monitors the division's budget, accounting and purchasing.
Serves as the Human Resources Contact, DOT Technical Contact, Records Management Contact, and Risk Management Contract.
Covers financial and technical issues in the Codes Compliance Administrator's absence.
Serves as systems administrator and power user for the division's enterprise system to include troubleshooting, overseeing security and access to the system, providing technical support to users, reviewing, testing, and releasing configuration and report changes.
Develops reports to meet managerial and operational needs.
Coordinates training of staff and conducts training sessions and presentations for the division, collaborating departments and outside vendors.
Prepares Invitations to Bid (ITB) and Requests for Proposals (RFP) to purchase products and services for the Division.
Coordinates contract development and execution working with the Purchasing Division.
Serves as "Contract Manager" for the Division's service contracts. Accepts or rejects service contract bids and makes decisions on contract renewals. Evaluates services provided to the City by contracted vendors and delivers oral and written notices of services needing improvement.
Assists with budget preparation, analysis and projections.
Evaluates existing and proposed administrative or operational policies, practices and techniques and recommends improvements
Resolves problems that have a significant impact on the overall goals of the department
Handles difficult and/or emotional customer and employee situations
Submits and assumes responsibility for DMV Information Use Agreement. Is accountable for maintaining required logs, acquiring and/or removing users to agreement and the training and updating of users. Is accountable for the proper acquisition and dissemination of any DMV information obtained by any users added under the agreement.
Serves as the Codes Record Custodian and testifies in Court when summoned.
