Occupancy Specialist

PURPOSE OF POSITION:


An Occupancy Specialist at Catholic Charities:


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provides administrative support by completing tasks including but not limited to maintaining waitlists and applicant files.
  • Coordinating waiting list updates and purge.
  • Organizes and maintains electronic and paper files to keep all required records.
  • Review applications to determine eligibility in compliance with affordable housing programs.
  • Review HQS and explain program rules and regulations to prospective residents.
  • Perform applicant prequalification with includes but not limited to verifying eligibility documentation including: criminal history, eviction notices, child support payments, references and marriage license of all prospective residents.
  • Verify household income through employer, social agencies and other sources for applicants.
  • Notify applicants of determination in writing and explain reason.
  • Coordinate the grievance process where applicable.
  • Compile and update vacancy report of all available rental units.
  • Store and file all denied applications and other necessary documentation.
  • Process and evaluate tenant transfer requests including reasonable accommodations.
  • Forward all completed files of eligible applicants to Compliance Specialist.
  • Answer and respond to telephone inquiries and prepare written correspondence as needed.
  • Schedule site visits as appropriate with prospective residents.
  • Assure realistic and consistent efforts toward resident involvement, positive resident relations, response to expressed resident needs and development of social, educational, religious and recreational programs. Address resident relations in conjunction with on-site manager, when necessary.


Requirements

QUALIFICATIONS


  • Knowledge of HUD, LIHTC, CHFA and other affordable housing requirements.
  • Solid knowledge of Fair Housing Laws so that policies and actions are administered in compliance with Federal, State and Local laws.
  • Demonstrated ability to function as a team member, supportive role.
  • Ability to communicate clearly in both oral and written forms with a diverse population.
  • The education and experience equivalent to a bachelor’s degree in a related field and three years of related work experience with at least one year of supervisory experience in a housing environment.
  • Licensed ability to drive a vehicle and satisfactory driving record.
  • Knowledge of the service population’s cultural and socioeconomic characteristics and the appropriate techniques and practices for the client population.
  • Ability to interact effectively as a team member and independently with Agency staff and with a diverse client base.
  • Knowledge of rules and regulations governing public housing programs and the state and local laws governing affordable housing management
  • Knowledge of Fair Housing and Americans with Disability Act.
  • Knowledge of HUD requirements and guidelines established for public housing leasing in order to ensure that residents meet eligibility requirements.


EDUCATION and/or EXPERIENCE

Two to four years related experience and/or training; or equivalent combination of education and experience. On-site Management experience preferred.



CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid CO driver’s license, satisfactory driving record and proof of insurance required.
  • Certification as an Accredited Residential Manager (ARM) preferred and may be required within twelve months of employment.


COMPENSATION & BENEFITS:

$56,485-$65,000 Salary

  • Shift is Full Time
  • Extensive Paid Time Off (4 weeks accrual for new employees - increasing based on tenure) promoting work life balance.
  • 15 Paid Holidays annually
  • Sabbatical Leave Program: Employees who have completed seven years of continuous full-time service are eligible for a paid sabbatical leave to support rest, renewal, and professional or personal growth. Eligible staff may take 4 weeks of sabbatical leave.
  • 403b Retirement Plan with Agency contribution of 4% & match up to 2% of annual compensation.
  • Choice of 3 PPO Medical Plans (90% of employee's and 75% of dependent’s premiums is paid by Agency), Dental, & Vision starting the 1st day of the month following start date.
  • May be eligible for Public Service Loan Forgiveness through Federal Student Loans and many more benefits.

**Part-time employees (20-29 hours per week) also receive paid annual leave, company paid holidays, and 403b retirement plan with agency contribution and match.
