- Oversee the administration and sales of the Community Health & Wellness Center (CHWC) membership program, including managing monthly billing, processing membership changes, and providing timely, customer-focused responses to inquiries
- Negotiate contracts, prepare and submit reports for relevant fitness reimbursement programs
- Direct, coordinate, and oversee the delivery of a wide variety of programs, services, rentals and amenities designed to serve residents and visitors of all ages
- Find opportunities to collaborate with facility managers on recreation programs scheduled at the Bloomington Center for the Arts, Bloomington Ice Garden, and Dwan Golf Course
- Set performance metrics and monitor cost recovery expectations for programs, services and rentals as appropriate
- Review, approve and systematically monitor all recreation program budgets
- Provide formal supervision and evaluation, as well as regular coaching and development, for 3-4 full-time staff. Define the level of expected performance, provide the necessary resources and support, and hold staff accountable for achieving performance goals and completing responsibilities
- Oversee the hiring and utilization of part-time, temporary and seasonal employees within assigned facility program areas, in accordance with established City policies and procedures. Make recommendations for wage schedules for part-time, temporary and seasonal positions, based on market conditions and budgetary resources. Ensure fair and consistent enforcement of personnel rules and policies, including disciplinary action when necessary
- Guide the development and presentation of requested operating budgets and proposed fee schedules for assigned areas of responsibility. Manage revenues and expenditures in accordance with adopted operating budgets and the City’s financial policies and procedures
- Collaborate with communications staff to ensure the facility and its amenities are strategically and effectively promoted to the public through a diverse range of channels, including print materials (flyers, brochures), digital media (social media, website, e-newsletters), and traditional advertising platforms
- Track and report on program enrollment and participation trends, customer satisfaction and other performance measures and ensure such data is applied to decisions regarding program and service offerings, scheduling and pricing
- Seek continuous innovation, improvement, and expansion of program offerings, service delivery, scheduling and pricing, to best meet the changing needs and preferences of Bloomington residents and to maximize cost recovery goals and the investment of City resources
- Develop reports and make recommendations to the Parks, Arts and Recreation Commission and City Council
- Develop, support and model a positive and productive workplace culture based on respect, professionalism, collaboration, equity, and accountability
- Keep Community Health and Wellness Manager informed of important developments related to the delivery of recreation programs and services within the facility
- Maintain professional affiliations and attend training courses, professional development opportunities, and conferences to keep abreast of best practices in the Parks and Recreation field
- Work flexible hours to attend evening and weekend meetings, activities and events as needed
- Perform other related duties as apparent or assigned
KNOWLEDGE, SKILLS, & ABILITIES REQUIRED
- Thorough knowledge of recreation program management, safety, and risk management
- Ability to plan, organize and supervise the work of staff members
- Ability to work independently as well as on a team
- Ability to prioritize tasks, complete work assignments accurately, on time and within budgetary limits
- Develop and maintain effective working relationships with staff, other City department personnel, community organizations, volunteers, contractors, artists and the general public
- Possess effective leadership and organizational skills
- Ability to set up and strike facility equipment such as tables and chairs with or without modifications
- Ability to effectively communicate both orally and in writing
- Effective conflict resolution skills
- Ability to work a flexible schedule, including weekends and evenings
- Knowledge of computer operations including word processing, spreadsheets and registration/membership software, database and statistical software
- Bachelor’s degree in Recreation, Sports Management, Business Administration or closely related field
- Two years’ work experience in a customer service-oriented environment
- Two years' supervisory experience
- Knowledge of cash and credit handling procedures
DESIRABLE QUALIFICATIONS
- Parks and Recreation or facility management experiences such as managing an aquatics center, fitness center or community center
- Two years of experience directly supervising full-time employees
- Two years of experience using recreation management software, preferably including membership management, program registration, facility reservations, point-of-sale, and/or reporting functions.
- Experience with cost recovery expectations and/or performance metrics
- Current Certified Pool Operator (or ability to obtain within 6 months of hire)
- Previous municipal experience
Direct supervision of 3-4 full-time staff, and indirect supervision of 20+ part-time employees, volunteers, program contractors and other consultants as needed
Anticipated Hiring Range: $94,428 - $102,133 Annually
2026 Full Salary Range: $94,428 - $129,231 Annually
