Description
DEFINITION:
Under the direction of the Director of Information Technology, the position is responsible for coordinating and managing activities related to the deployment, configuration, and usage of City’s enterprise application systems. This includes assistance with application system selection, implementation, project management, management of interfaces, and configuration.
DISTINGUISHING CHARACTERISTICS:
This individual will apply technical, communication, analytical, and problem-solving skills to the analysis of business processes and business systems in order to improve productivity of the Departments and improve the efficiency of citizen interactions with the Departments. The position will be responsible for providing expert troubleshooting, resolution and reporting on business application problems submitted by staff to the IT Help Desk.
This individual will help maximize the responsiveness, cost effectiveness and problem resolution ability of the information technology function of the City. Functional areas this individual will support include public safety, finance, public works, City Manager’s Office, Engineering, and Development Services, as well as other associated functions. And other duties as assigned. SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Director of Information Technology. Exercises direct and indirect supervision over professional, technical, and office support personnel.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Works closely with department managers, division leads and Help Desk / IT staff to review, document and/or design/re-design effective business applications and associated business processes, including projects that require effective implementation or re-implementation.
- Makes recommendations on how to improve City business applications and business processes, with the goal of delivering enhanced service or business outcomes (e.g., faster permit processing times).
- Manages software improvements for various departments. These activities include: procurement recommendations to include cost-benefit analyses, software configuration and implementation/re-implementation; collaboration in the testing of configurations with affected departments; communicates with internal customers, network and server administrators, and vendors to ensure that the City is using the application systems to their full potential.
- Organizes and leads internal user groups for enterprise applications to enhance efficiencies and identify areas of improvement.
- Actively participates in local, regional, and national user groups for enterprise applications.
- Oversees the management and development of the City’s website.
- Provides management and oversight of multiple application systems projects.
- Researches and recommends application software products and services as needed; coordinates feasibility studies for applications, software, and system products under consideration for purchase and provides findings.
- Develops and deploys standards, methodologies and best practices for application deployment, business process improvement, application interfaces, and report writing. Documents procedures, application interfaces, service level agreements and other methodologies related to application systems.
- Collaborates in the testing of equipment, hardware, programs, and applications; communicates with network and server administrators, vendors and software developers to ensure quality assurance and fulfillment of contractual obligations.
- Develops, implements, and disseminates information on best practices for information technology and application support.
- Compiles and maintains an inventory of all application software and system assets, and corresponding contracts and agreements, documenting system configurations, and change management.
- Ensures all software is properly licensed, periodically audits licenses, and recommends additional licensing when required.
- Coordinates training, including oversight of training materials, user procedures and training curriculum; facilitates training sessions as necessary. Develops and maintains user documentation, implementation, and maintenance plans.
- Oversees the maintenance, support and upgrade of existing software applications and systems; coordinates and communicates upgrades, enhancements and changes with vendors and internal customers.
- Responsible for maintaining a secure information technology environment for software applications. Oversees application security administration, update processes and schedules, notifying users of any potential service interruptions.
- Participates in integration, initialization, and interfacing between multiple systems either through in-house or outsourced development, when required.
- Analyzes systems technical literature and provides explanations understandable to end-users, often in the form of user manuals.

Any combination of experience and education that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education:
A Bachelor's degree from an accredited college or university with a major course work in computer science, information systems, public/business administration, electronics engineering, voice/data communications, or a related field, is preferred. Additional qualifying systems analysis, programming and applications, or network engineering experience may be substituted for the required education on the basis of one (1) year experience for 15 semester or 45 quarter units of education.
Experience:
Five (5) years of considerable, progressively responsible experience in a technical staff/management capacity in a municipal or utility setting with responsibility for planning, organizing, and implementing information system programs and projects (such as Tyler EERP/EPL), including two (2) years of experience supervising staff.
Tyler Munis/EnerGov experience is desirable.
Experience/Education Equivalency Guidelines:
Related work experience or additional education may be substituted for the required minimum qualification on a year for year basis.
Certification/License and/or Other Special Requirements:?
Possession of a valid California Driver’s License; to be maintained throughout employment.?? Knowledge of:
- Windows operating systems and applications, including MS Office, SQL Database Systems, Web Applications, and SQL Reporting Services;
- Government business processes and the systems that support them. The City has and is planning to implement a wide range of business systems, including Tyler Enterprise Resource Planning, Tyler time and attendance, Tyler Enterprise Permitting and Licensing financial, utility billing, HR / Payroll, asset control systems, inventory, land management, managing building permits, 311 system, citizens self-service portal, and more.
- Current technology goals, objectives, and the ability to anticipate technological trends.
- Data networks, including a working understanding of SQL databases, SQL queries, report writing, application interfaces and data import/export methodologies.
- Principles of project management, training, and vendor management.
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
