Overview

QBE, LLC is seeking an experienced Cybersecurity Specialist to support the Department of Energy's Naval Reactors Laboratory Field Office (NRLFO) Mission Support Division in a part-time, onsite role at the Knolls Atomic Power Laboratory (KAPL) in Schenectady, NY. This position requires DOE Q access authorization and supports classified and unclassified cybersecurity programs in a high-security, mission-critical nuclear Navy environment. Candidates must demonstrate strong cybersecurity audit, compliance, and policy experience, and the ability to collaborate effectively across DOE/NNSA and Naval Reactors stakeholder groups.

Responsibilities

• Lead the implementation and management of classified and unclassified cybersecurity programs at the site office, ensuring compliance with DOE/NNSA requirements and Cyber Security Program guidelines.

• Develop and maintain local cybersecurity policies, procedures, and long-range plans aligned with mission objectives and higher-level directives; provide advice and training to personnel on proper implementation of cybersecurity policies and standards.

• Interpret and apply national cybersecurity standards, and develop and promulgate local cybersecurity policies, procedures, and long-range strategic plans.

• Assist in the implementation and management of classified and unclassified cybersecurity programs, ensuring compliance with all applicable Federal requirements and local Cyber Security Risk Management Program guidelines.

• Plan, schedule, and lead regular cybersecurity compliance reviews and formal security surveys at NRLFO sites and contractor facilities consistent with local policy.

• Evaluate the effectiveness of contractor-implemented information security programs, both classified and unclassified, by examining policies, procedures, system security plans, and technical controls.

• Identify findings, vulnerabilities, and instances of non-compliance with DOE/NNSA cybersecurity requirements; document and report the results of all reviews, audits, and surveys, issuing formal reports with findings, recommendations for improvement, and required corrective actions.

• Recommend and lead special projects or process improvement initiatives to streamline and strengthen NRLFO's cybersecurity and IT management practices; develop and implement solutions that help users and NRLFO staff operate more securely without impeding productivity.

• Provide input on software application development or other IT enhancements as needed to improve cybersecurity and mission effectiveness.

• Review documents for completeness and prepare draft and final correspondence, forms, letters, memoranda, reports, and evaluation results in accordance with DOE/NR/NRLFO correspondence manuals and specific form instructions.

• Provide coordination and support related to satellite locations, including BPMI Pittsburgh (Monroeville, PA), BPMI Schenectady, the Idaho Branch Office (IBO) at Naval Reactors Facility, the Kesselring Site Office (KSO), and Bettis Atomic Power Laboratory, as required, from the assigned duty station.

Requirements

Required Qualifications

• Bachelor's degree from an accredited college or university in a relevant field and a minimum of four (4) years of directly relevant experience; or a Master's degree in a related field from an accredited college or university and a minimum of two (2) years of relevant experience.

• Minimum of one (1) year of specialized experience at, or equivalent to, the U.S. Government GS-12 level, demonstrating the ability to lead cybersecurity audits, compliance reviews, vulnerability assessments, or risk analyses, and identifying IT system vulnerabilities.

• Comprehensive knowledge of Federal cybersecurity laws, regulations, and directives, including DOE Orders, NNSA policies, Department of Defense instructions, and Intelligence Community directives, and their implementation requirements.

• Excellent verbal and written communication skills, including the ability to effectively present complex ideas, data, and recommendations to senior leadership clearly and concisely.

• Ability to maintain a professional demeanor in a high-visibility, mission-focused environment; self-motivated, able to work under tight deadlines and shifting priorities, and capable of independently setting work objectives and meeting commitments without close supervision.

• DOE Q access authorization required (active DoD Top Secret clearance may satisfy interim access requirements while DOE reciprocity is adjudicated); must be able to pass pre-employment, random, and for-cause drug testing as a testing-designated position.

• Ability to obtain and maintain access to a Limited Area at the assigned DOE site.

• Ability to commute onsite to Knolls Atomic Power Laboratory daily.

Highly Desired Skills

• Familiarity with software design concepts, multiple IT disciplines, and IT infrastructure components to facilitate collaboration across diverse technical areas. Relevant professional certifications (such as CISSP, CISM, or similar) are a plus.

• Demonstrated success in proactively resolving complex issues and improving IT or cybersecurity processes to enhance organizational efficiency and security posture. Ability to manage multiple tasks or projects simultaneously and see them through to completion.

• Strong collaboration and interpersonal skills, with the ability to effectively engage with a wide range of stakeholders in order to achieve cybersecurity program objectives.

• Experience developing and implementing new IT or cybersecurity policies and procedures at an organizational level. Prior involvement in drafting security plans, standard operating procedures, or organizational directives is beneficial.

The projected compensation range for this position is $95,000.00 - $135,000.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (for remote opportunities), education and certifications as well as Federal Government Contract Labor categories.
