Asset Administration Supervisor

The Supervisor, Asset Administration is responsible for: planning, designing, and deploying solutions within the Computerized Maintenance Management System (CMMS) to enhance the operational and maintenance capabilities of the Little Rock Water Reclamation Authority (LRWRA). This role supports the full lifecycle management of LRWRA assets, aiming to deliver high-quality service at the lowest possible cost and acceptable risk.
Key responsibilities include developing and monitoring key performance indicators (KPIs), analyzing asset data for continuous improvement, and ensuring consistent application of asset management principles. The Supervisor, Asset Administration also leads training efforts for CMMS users and oversees the operation of a multimillion-dollar inventory storeroom, which is essential to maintaining asset reliability. The storeroom functions as a centralized hub for spare parts, tools, and equipment critical to maintenance and repair operations.PRINCIPAL DUTIES & RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

• Coordinate startup equipment and training for utility personnel.
• Complete project close-out documentation, including internal work orders (IWO), requisition work orders (RWO), pay estimates, and as-built records.
• Assist the design team with project performance phase activities, including data collection, evaluation, reporting, and certification.
• Develop and audit Asset Management Standard Procedures to enhance system capabilities and controls.
• Identify and implement improvements to CMMS functionality to support asset lifecycle management and O&M strategies.
• Ensure accurate and consistent data capture aligned with asset management principles.
• Analyze data to identify trends, risks, and opportunities for process improvement.
• Develop and implement KPIs and performance metrics to support continuous improvement and business scorecard objectives.
• Create and present reports, dashboards, and visualizations (e.g., workflows, flowcharts) for various organizational levels.
• Enhance tracking methods for maintenance, repair, and replacement programs.
• Collaborate with departments to review asset usage and identify cost-saving opportunities.
• Apply expertise in CMMS, GIS, and Microsoft Office to support SOP development and strategic planning.
• Oversee the operation of a multimillion-dollar inventory storeroom, ensuring it is well-organized and adequately stocked.
• Manage storeroom personnel and ensure inventory supports daily maintenance and operational needs.
• Coordinate and deliver CMMS training for staff across departments.
• Coach and support personnel in CMMS-related activities and best practices.
• Maintain organized and accessible documentation for all asset management and project activities.
• Ensure compliance with safety practices, operational procedures, and regulatory guidelines.
• Represent the utility at public meetings as needed.
• Perform other duties as assigned that support the utility and the community.
• Follow established work procedures and safety guidelines.

• Associate Degree in Engineering, Industrial Management, Drafting & Design Technology, Construction Technology or Surveying is preferred.
• A minimum of 3 years cumulative experience in one or more of the following areas:

• Engineering related design
• CAD, engineering design, and GIS software
• Asset Management
• Mechanical repair best practices 
• KPI reporting
• Crystal report software or other reporting software
• Basic knowledge of SQL queries 
• Inventory
• Asset Reliability best practices

• At least 2 years' experience in a supervisory role is preferred.
• Competency in cmms / Eam  software.  
• Knowledge in the use of computers using Windows based word-processing, spreadsheet, and database application software.
• Ability to operate applicable software programs (i.e., Project, ArcMap, Hansen, iFix, AutoCAD., 
• Knowledge of principles of accounting.
• Ability to define problems, collect data, establish facts, and draw valid conclusions.
• Ability to communicate effectively both orally and in writing with government agencies, consulting engineers, contractors, and the general public.
• Ability to read and interpret maps, construction plans and specifications. 
• Ability to document programs and procedures.
• Ability to schedule projects and meet deadlines.
• Ability to proofread and edit.
• Ability to prepare clear, concise reports.
• Ability to remove and replace standard manhole lids.
• Ability to work in weather and terrain extremes.
• Ability to climb in/out of manholes and other confined spaces, and work with related tools and equipment.
• Ability to obtain and maintain an Arkansas driver’s license.
