Field Supervisor

Summary

Responsible for monitoring industrial user facilities to ensure compliance with State, Federal and Local regulations.  Also, responsible for supervising the pretreatment staff.

Essential Duties and Responsibilities.

• Perform detailed walk through inspections of industrial and commercial industrial users to ensure compliance with Federal, State and Local regulations.

• Assist with the supervision, development, and training of the pretreatment staff.  Conducts performance evaluations of pretreatment staff.

• Performs essential duties and responsibilities of Environmental Technician I and II.

• Communicate program purpose & regulations to new & existing industrial users.  Receives, investigates, & responds to problems & complaints, report findings, and communicates the necessary corrective actions.

• Research and provide support for assigned area and program.  Assists with  pretreatment & pollution prevention presentations.

• Responsible as point of contact for communicating industrial compliance with the pretreatment program.

• Act as a liaison to city departments, city management, and customers in regards to the pretreatment program and compliance with environmental rules and regulations.  Assist industrial users with compliance in the City’s industrial pretreatment program.

• Assist with reviewing industrial waste discharge permit applications and issuance of industrial waste discharge permits.

• Prepare industrial user enforcement actions for implementation by the City of Garland to include issuing notices of violations, show cause meetings, compliance orders, citations, and criminal investigations.

• Assist with reports and correspondence to State and Federal agencies regarding all aspects of the City of Garland Pretreatment Program.

• Assist with the implementation of the Pretreatment Program pollution prevention and compliance awards programs.

• Examine and approve plans for new construction of industrial and commercial facilities with the potential for discharge.

• Coordinates, responds, and investigates illegal discharging of toxic pollutants or non-permitted discharges into the sanitary sewer.

• Coordinate and schedule calibration and maintenance for customer city flow meters.

Minimum Qualifications

• Four-year college degree

• 3-4 years related experience

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:      

• Four-year college degree in environmental sciences, chemistry, or related field.

• Advanced study in Pretreatment including Industrial Pretreatment Inspection

• 5-6 years’ experience in wastewater, industrial pretreatment regulations and sampling, Certificate of Occupancy Inspections and/or industrial plumbing schematic review

Knowledge, Skills & Abilities

• Knowledge of Federal, State and Local environmental regulations

• Skill in Microsoft Office (Word and Excel)

• Skill in utilizing industry specific software applications

• Skill in reading pH Meters

• Ability to work independently with little to no supervision

• Ability to develop and write accurate and detailed reports

Licenses and Certifications

Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment and outside with frequent exposure to unpleasant environmental conditions or hazards. Requires the ability to operate City vehicle, lift 50 pounds or more and maneuver through unpaved and un-cleared property. Schedule will be flexible based on program needs, occasional night and weekend work. Occasional climbing of ladders or stairs required.
