Job Summary:
The Community Behavioral Health Liaison (CBHL) II serves as a key connector between law enforcement, courts, jails, behavioral health providers, and community partners to improve outcomes for individuals with behavioral health needs who encounter the criminal justice system. This position coordinates care, supports diversion initiatives, provides education to justice and community partners, and ensures timely linkage to appropriate behavioral health services. The CBHL II works independently with complex cases and may mentor or guide other liaisons.
Essential Job Functions:
Receive, assess, and respond to referrals from authorized sources, linking individuals to behavioral health and community resources.
Partner with law enforcement through ride-along, wellness checks, consultation, and training to support crisis intervention and diversion strategies.
Collaborate with courts, treatment teams, and justice partners to facilitate service connections, competency restoration options, and system improvements.
Coordinate with jails to conduct screenings, develop re-entry and discharge plans, and promote continuity of care upon release.
Provide training and community education to law enforcement, court personnel, and other stakeholders on behavioral health, crisis response, and resource availability.
Support and participate in crisis intervention initiatives, including co-responder programs, 988 coordination, and other diversion models.
Maintain accurate documentation, data tracking, and reporting in compliance with program and funding requirements.
Engage in state and regional initiatives such as Sequential Intercept Model (SIM) Mapping and Crisis Intervention Team (CIT) program advancement.
Participate in ongoing professional development, supervision, and required training to maintain compliance and skills proficiency.

Behavioral health conditions, treatment modalities, and recovery principles.
Criminal justice system processes and points of intervention.
Crisis intervention strategies and de-escalation techniques.
Local and regional behavioral health and social service resources.
Documentation, confidentiality, and reporting requirements, including HIPAA.
Effective communication and active listening.
Building collaborative relationships across diverse stakeholder groups.
Conducting behavioral health screenings and assessments.
Public speaking and facilitation of training sessions.
Time management, organization, and prioritization in fast-paced environments.
Work independently with minimal supervision while managing multiple cases.
Exercise sound judgment in high-stress or crisis situations.
Navigate complex systems and processes to remove barriers for individuals served.
Adapt to evolving community needs, priorities, and program requirements.
Maintain professionalism and cultural competence in all interactions.
Experience and Education Qualifications:
Master’s degree in social work, psychology, criminal justice, or related field required.
Minimum two years of behavioral health, criminal justice, or related experience.
Completion of 40-hour Crisis Intervention Team (CIT) training within six months of hire or as required by a funding source.

Successful completion of background check including criminal record, driving record, abuse/neglect, and fingerprint check.
Completion of New Hire Orientation at the beginning of employment.
All training requirements including Relias at the beginning of employment and annually thereafter.
Current driver’s license, acceptable driving record and current auto insurance.
Physical Requirements:
ADA Consideration - Sedentary work: Exerting up to 10 pounds of force occasionally (exists up the 1/3 of the time) and/or a negligible amount of force frequently (exists 1/3 to 2/3 of the time) to lift, carry, push, or pull, or otherwise move objects, including the human body. Repetitive movements of hands, fingers, and arms for typing and/or writing during work shift.
Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
