Information Systems Specialist III

Under general direction, to perform the more complex, specialized work in the development of County computerized information systems and networks; to provide a variety of user support; to maintain database systems; to assist with integrating database systems with other information systems; to facilitate and assist with the development of computer networks within the County and other entities; to provide support and training for other personnel on the use of databases, computer networks, and information systems; and to do related work as required.(The following is used as a partial description and is not restrictive as to duties required.)

Performs a variety of the more complex work in the development and maintenance of computer information systems and networks; may provide work coordination and lead direction for other Information System Specialists; develops systems and applications to enhance the accomplishment of County and department functions and services; may program applications and modify existing programs to facilitate system operations and efficiency; installs and formats packaged software for stand-alone personal computers and/or networks; may diagnose equipment malfunctions, repairing and maintaining data processing equipment, or contacting appropriate vendors to resolve problems; provides technical advice on computerized information system uses and applications to County and Department management and staff; trains others in the use of data processing equipment and systems; receives, prioritizes, and responds to user requests for assistance, problem-solving,  and services; assists with facilitating the development of computer networks; works with the Director of Information Services in the development and utilization of computer services; represents the County’s Information Services unit with other County departments, vendors, and government agencies.  

Knowledge of:

• Knowledge of electronic data processing theory, principles, and practices and their application to computer information system development and maintenance.
• Development and use of computer networks and communications systems.
• Principles and methods of programming and systems analysis.
• Development and utilization of data base applications.
• Maintenance, operations, and repair of computers and associated peripheral equipment.
• Principles of  work coordination, and training.

Ability to:

• Serve as a primary resource on the utilization and development of County computer equipment and software.
• Provide work coordination for other Information System Specialist staff.
• Maintain and modify computer information systems, including networks and database applications.
• Train and assist users in the use of computer equipment and software.
• Analyze County data processing needs and assist with development of applications to meet those needs.
• Monitor and maintain existing systems to insure the accuracy and timeliness of information services.
• Analyze software problems and facilitate corrections.
• Identify hardware malfunctions and facilitate repairs.
• Prepare a variety of reports.
• Gather, organize, analyze, and present a variety of information.
• Make mathematical calculations quickly and accurately.
• Effectively represent County Information Services with other staff and agencies.
• Establish and maintain cooperative working relationships.

Training and Experience:

Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

• Graduation from an accredited college or university with a bachelor’s degree and major course work in a closely related technical field, such as Computer Science, Management Information Systems, or a closely related field and two (2) years work experience in the installation, repair and maintenance of computer based systems and equipment which included some experience in network environment utilizing data processing principles and techniques.

OR

• Three (3) years of  work experience in the installation, repair and maintenance of computer based systems and equipment which included some experience in network environment utilizing data processing principles and techniques equal to an Information Systems Specialist II with Trinity County. 

• Training and experience must have been within the last eight (8) years.

Special Requirements:

• Possession of, or ability to obtain, an appropriate valid California Driver's License.

TYPICAL PHYSICAL REQUIREMENTS
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 50 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX.

TYPICAL WORKING CONDITIONS
Work is performed in an office and centralized computer system environment; continuous contact with other staff.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level in the Information Systems Specialist class series.  Incumbents perform the more difficult, complex computer information system and network development and maintenance work under the general direction of unit management. They also provide a variety of user support. In addition, an incumbent may also be assigned lead worker responsibilities. This class is distinguished from Information Systems Specialist II in that Information Systems Specialist II is the journey level with incumbents performing less complex work assignments and not exercising work direction and staff coordination responsibilities. The duties and assignments of the two levels are similar with Information Systems Specialist III’s performing more complex work. Positions are normally allocated in this series based on the complexity of the computerized information systems and networks which they develop and regularly maintain, as well as the level of incumbent skills and knowledge. 

REPORTS TO
Director of Information Services and/or Network Administrator.

CLASSIFICATIONS SUPERVISED
This is not a supervisory classification.  However, incumbents may be assigned some work coordination responsibilities for other Information System Specialists.

DISASTER SERVICE WORKER
In addition to our everyday duties, we have an added responsibility to help in a declared disaster. Under California law, all public employees are Disaster Service Workers and may be called upon in the event of a disaster. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Government Code 3100-3102; Labor Code 3211.92(b).
