Description
The Town of Holly Springs is searching for a Public Works Technician to serve in the Solid Waste division. This position is responsible for performing work in collecting and removing yard waste and debris from residential and public streets and outdoor areas.
Work schedule can vary and is subject to change based on operational needs. Current solid waste work schedules are as follows:
•Yard Waste Convenience Center:
oSunday – Saturday, 7:00 am – 3:00pm
•Solid Waste Collection Operations:
oMonday – Friday, 6:30 am – 3:00 pm
oMonday – Thursday, 6:30 am – 5:00 pm
oTuesday – Friday, 6:30 am – 5:00 pm
oWeekend and Inclement Weather response as needed and at times mandatory
Reports to the Public Works Supervisor. Works under the general supervision of the Supervisor. Work is checked for accuracy, quality, and adherence to instructions. Employees may need to occasionally choose from defined alternatives to resolve problems but consult with the supervisor on matters not covered by guidelines. Incumbents have no supervisory responsibilities.
The starting annual salary range is $44,304.88-$46,968.26 (Grades C/D).
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
Not all duties may be assigned to each position. The allocation of duties for this position will vary based on the level in the job classification series and will be dependent upon skill level and the location of work assigned.
1.Drives and operates a refuse collection vehicle with automated trucks to collect residential refuse/recycling/yard waste.
2.Collect yard waste debris from public streets.
3.Completes assigned and scheduled routes safely on time and without assistance.
4.Drives designated vehicle to a designated disposal site, unloads, and returns directly to route.
5.Safely operate assigned equipment. Ensures proper traffic control and safety procedures and devices are available and used for traffic control as needed during collection activities.
6.Clears storm drains and maintains stormwater conveyance infrastructure.
7.Applies rock salt/salt brine and performs snow and ice removal from Town streets and sidewalks; snow plowing.
8.Performs operator’s preventative checks and minor preventive maintenance on vehicles and equipment.
9.Operate hand-held electronic devices for routing and pre-post trip procedures.
10.Reports maintenance and/or repair needs that require mechanic assistance.
11.Completes work orders, daily activity reports, inspection reports, and time sheets; maintains maintenance and service records/logs, and other pertinent information.
12.Respond to customer complaints and/or concerns. Advises supervisor(s) of complaints and/or concerns not resolved.
13.Responds as essential field personnel in emergency and inclement weather situations.
14.Assists with set-up and clean-up for Town-sponsored festivals, parades, and events.
15.Provide backup support and assistance to the department as needed.
16.Reports to work for after-hour needs, as assigned.
17.Open and secure the Town operated Yard Waste Convenience Center in accordance with established operating hours and procedures.
18.Direct resident traffic and verify residency eligibility for facility use.
19.Ensure all yard waste received complies with Town ordinances and is loose and unbagged.
20.Maintain a safe environment for residents, employees, and pedestrians, including generators and skid steers.
21.Consolidate yard waste, maintain unloading areas, and ensure the site remains clean and presentable.
22.Conduct weekly and monthly inventory counts of carts, parts, supplies, and related materials.
23.Identify and report maintenance, safety, operational, or inventory concerns to supervision.
24.Provide exceptional customer service and communicate effectively with residents regarding program requirements and acceptable materials.
25.Other duties as assigned.

MINIMUM REQUIRED QUALIFICATIONS
•High school diploma or equivalent.
•Previous experience in public works, construction, of solid waste preferred.
-Valid NC. Class C Driver's license
OTHER REQUIREMENTS
•Level II: Must have a valid Class B CDL Driver’s license minimum.
