Description
Technical responsibility for the enforcement of municipal building codes and ordinances in a manner respectful of private property and individual rights in accordance with city code and state law. Work is performed under the general direction of the Neighborhood Council/Code Compliance Manager.
- Receives and investigates complaints of alleged property maintenance violations and abandoned vehicles. Contacts owner to cite code violations and possible remedies to avoid an official citation. 50%
- Maintains accurate files and records related to complaints, violations, and permits; prepares written reports, memoranda and correspondence. 20%
- Conducts follow-up inspections of properties previously found in violation of City codes to verify compliance. Issues citations and initiates legal abatement proceedings, as appropriate, when property owners fail to correct violations.20%
- Facilitates and coordinates with Building Safety and Fire Prevention Divisions to determine and classify properties as condemned, significantly deteriorated or requiring major repairs. 5%
- Prepares and presents resolutions for abatements or condemnations to the City Commission for formal approval. 4%
- Prepares and delivers agendas to the City Commission as needed. 1%
- High School diploma or equivalent.
- Three years of experience in building inspection, code enforcement work or related field.
NECESSARY SPECIAL QUALIFICATIONS
- Possession of a valid Montana driver’s license.
- Working knowledge of municipal ordinances and regulations.
- Ability to maintain accurate records and reports using approved records management software programs.
- Ability to establish and maintain effective working relationships with peers, supervisors, property owners and the public.
- Ability to operate a variety of office equipment including phones, voice mail, copiers,
- tablets, and printers.
- Possesses strong conflict-resolution skills to effectively de-escalate tense situations and work collaboratively with upset or concerned property owners to reach constructive solutions.

SUPERVISORY RESPONSIBILITY
This position has no supervisory responsibilities.
WORK ENVIRONMENT
Work is primarily performed in an office environment, with significant time devoted to field inspections investigating and tracking the status of code enforcement cases.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, twist, reach, ride and perform similar body movements. Must have the ability to perform light physical work and to lift and carry up to 25 pounds at a time; the possession of hand/eye coordination sufficient to operate a personal computer, office equipment and a motor vehicle; the ability to talk and hear in person or by telephone; and the ability to see and read instructions and reports.
EXPECTED HOURS OF WORK
The work schedule is a 40-hour work week, Sunday through Saturday. This position is non-exempt and eligible for overtime. Overtime must be pre-approved. Normal work hours are Monday through Friday.
TRAVEL
Travel is primarily local during the business day. Occasional travel may be required to attend off-site training and educational opportunities.
